Sustainable Energy for All

Sustainable Energy
Former U.N. Secretary-General Ban Ki-moon launched the Sustainable Energy for All (SEforALL) initiative in 2011 with three goals in mind.

He aimed to secure universal access to energy services, to double the global improvement rate in energy efficiency and to double the amount of renewable energy used globally.

Through doing so, he hoped to work toward the U.N. Sustainable Development Goal 7. This goal aims to ensure access to affordable, reliable, sustainable and modern energy for all. The initiative focuses largely on bringing together groups from different sectors to collaborate on a common goal.  

Sustainable Energy for All Forum

With partners from different governments, the private sector and civil society, SEforAll is able to use a multi-pronged approach to tackle the issue of sustainable energy access.

Partners of the program come together each year at a Sustainable Energy for All Forum, where attendees from over 80 countries discuss the progress that has been made and what still needs to be done.

Partners can present their work for the previous year and announce plans for the next one. Different organizations have the opportunity to meet together and potentially collaborate on new projects.

They give evidence and ideas in various working sessions that cover topics such as maximizing the impact of energy, city-level action, gender equality in sustainable energy and challenges that countries are facing.

This information ultimately helps countries who have aligned with SEforAll fulfill their pledges to improve sustainable energy access. After each forum, numerous follow-up meetings and events are scheduled.

Examples of these events are People-Centered Accelerator, Sustainable Energy in Somalia and other. Partners come together to apply the information from the forum to their individual projects.

Forum Topics

While the forum discusses a variety of issues, SEforALL also provides targeted accelerators with specific topics. Participants discuss energy efficiency in terms of appliances, building efficiency, district energy, among other topics.

These meetings are also focused on action, so participants can talk about policies, business models and solutions.

Many initiatives have come out of these accelerators, including the U.N.-coordinated District Energy in Cities Initiative. It works toward increasing the adoption and funding of district energy, a sustainable way of heating and cooling buildings.

Other Sustainable Energy for All Projects

SEforAll also works towards projects of its own, including improved data collection. They created a website with “heat maps” that tracks which countries are making progress and which are not.

They use collected data on clean cooking, electricity access, energy efficiency and renewable energy to identify trends in different countries. With this information, countries can evaluate the success of their policies and SEforAll can target countries that need more progress.

To further evaluate the progress of different countries, SEforAll and The World Bank Group launched Regulatory Indicators for Sustainable Energy  (RISE), a set of indicators used to thoroughly assess each country and the manners in which they address sustainable energy access. It covers 111 countries, which roughly makes around 96 percent of the global population.

It categorizes each country into three zones, according to how much progress they are making. Each country is also given scores based on their performance in energy access, energy efficiency and renewable energy, based on specific indicators in each of the categories.

Sustainable Energy for All ultimately encourages countries to take action towards improving sustainable energy access. It provides them with evaluations of how well their current policies and efforts are working and information on how they can improve their work.

Through collaborations with other groups from different sectors, countries are given the tools to make progress and to develop in the right way.

Sustainable Agriculture in the Republic of Georgia
The beautiful Republic of Georgia is nestled in the picturesque Caucasus region between Russia in the north and Turkey in the south.

Much of the land between the sea and the peaks is green and fertile. Here, sustainable agriculture in the Republic of Georgia thrives.

In 2015, the Government of the Republic of Georgia began a push to improve its agricultural production for both economic and environmental benefit. The country’s agriculture strategy also aims to reduce Georgia’s dependence on grain imports, one of the country’s top import products.

The importance of agriculture in Georgian history, specifically winemaking, stretches back over 8,000 years. Wine has been and continues to be one of the most important aspects of Georgian agriculture.

The Strategy

The strategy has the vision to create an environment that will increase competitiveness in agro-food sector, promote stable growth of high-quality agricultural production, ensure food safety and security and eliminate rural poverty through sustainable development of agriculture and rural areas.

Each section outlines plans to implement everything from better irrigation, saving water and reducing water pollution, to improved animal husbandry.

On top of embracing modern techniques, they outline improving both industrial agricultural techniques and educating and helping smaller rural farms embrace these techniques.

The most important steps in the strategy from an economic standpoint are not just introducing techniques that will benefit the farmers’ crop yields while lowering their total overhead cost but the government’s idea to help bring crops to market within the country and for export.

The FAO and EU Help

The development of sustainable agriculture in the Republic of Georgia is not a solo mission.

The United Nations Food and Agriculture Organisation (FAO), along with the European Union is partnering with the Republic of Georgia to bring its dream to fruition.

The European Union is helping the Georgian government by providing both money and expertise. The FAO has been working with the Republic of Georgia on promoting and implementing programs aimed at increasing food security since 1995.

From 2013 to 2015 the sustainable agriculture in the Republic of Georgia was spearheaded by a joint FAO and Georgian government venture. FAO assistance in Georgia has mainly focused on technical development and the livestock industry.

Wine Industry

It is nearly impossible not to talk about the connection between wine and Georgian agriculture.

Georgia and the surrounding area has been continuously producing wine for over 8,000 years. Grapes are one of the most produced agricultural products in Georgia and wine is one of the most produced industrial products. The country is known as the first wine-making region in the world.

While the wine exports do not hit the numbers that more notable wine countries like Italy, France, or Spain do, it should not go unnoted.

Georgian wine is beginning to gain more and more international recognition. This has the potential to grow the export industry surrounding wine and increase tourism of the country, both potentially big economic benefits.

Sustainable agriculture in the Republic of Georgia has been and always will be an uphill battle. Russian pressure from the North has historically put pressure on the region. Only eight years ago, the two nations were at war.

Georgia is pulling itself up by its boots straps and beginning to shake off the dust of the Soviet Union. The country is forging its own future from the ground up.

Sustainable Agriculture in Jamaica
Sustainable agriculture in Jamaica is a practice that the country is committed to improving. The country’s vulnerability to extreme weather emphasizes the importance of smart agricultural practices.

Long-Term Strategies

The Ministry of Agriculture and Fisheries has implemented strategies to ensure the sustainability of the agricultural sector. Portfolio Minister, Derrick Kellier, made a speech in preparation of the Vision 2030 Medium Term Policy. He said these strategies will contribute to the country’s GDP, and fulfill the mission statement “to advance the development of a modern, efficient and internationally competitive agricultural sector, and the sustainable management of our fishery resources, in order to promote food security and food safety in an effort to contribute to the development and well-being of our people.”

The strategies include the:

  • establishment of nine agro-parks;
  • farm road rehabilitation plan through the sugar transformation program;
  • implementation of an aquaculture development plan;
  • completion of the European Union Banana Support Program;
  • promotion and use of the farmer field school methodology in extension services;
  • training in proper land husbandry techniques; and
  • building climate resilience of the agricultural sector through the provision of water harvesting and irrigation infrastructure.

The Jamaican Sustainable Farm Enterprise Program

Volunteers for Economic Growth Alliance (VEGA) established the Jamaican Sustainable Farm Enterprise Program in 2014 to help the agriculture industry in Jamaica. The goal of the program is to assist the building of local, ecologically based, disaster resistant organic food systems through technology transfer and management expertise that links farmers to markets. Additionally, the initiative aims to develop market-driven organic value chain production, certification and distribution systems for agricultural products that will sustainably reduce food insecurity and poverty.

The program also assists smallholder farmers through technical training covering three areas:

  1. Improving agricultural and agribusiness operations, inputs, organic agricultural extension, marketing and innovative farm credit approaches.
  2. Supporting Jamaican local food security and resiliency projects by providing rural and urban educational programs and technical support in organic farming and gardening, community gardening and Permaculture land management practices.
  3. As the southeastern U.S. shares similar climate conditions with the Carribean, the program will source volunteers by tapping into these successful organic and Permaculture communities, fostering a strong cultural and economic links between these two regions. Indeed, the Caribbean is prone to disaster at a much more common rate because of its geographical location located in the harsh waters of the Atlantic Ocean. Over the past 60 years, the Caribbean countries have suffered over 180 natural disasters, primarily hurricanes and floods. Jamaica has one of the highest rates of hurricanes out of all of the Caribbean Islands, with over a 10 percent chance for a hurricane to strike annually.

Collaboration Fosters Growth

The vulnerability to natural disasters makes it crucial for farmers to be monitored and to work together. A program that has helped agriculture, as well as the safety of farming groups is the Jamaica Organic Agriculture Movement (JOAM). The initiative has untied 10 coffee farmers in Jamaica, with a combined land total of over 200 acres. The advantages of the program include joint marketing efforts, pooling resources and sharing solutions for agricultural production.

Sustainable agriculture in Jamaica has aided the industry of farming. Organizational efforts to improve the sector, despite the vulnerabilities the country faces, must continue in order for Jamaica to flourish.

It was ranked among the most innovative countries in 2015 and is known for dramatically transforming itself within the span of a generation.

Once known as a nation recovering from war with a fragile, precariously positioned economy, South Korea now enjoys widespread prosperity.

  1. South Korea ranks 25th on the Global Food Security Index. This suggests it is among the most secure countries in the world when it comes to securing food for its population, and the majority of people in the country are not in danger of starvation.
  2. South Korea has among the lowest levels of stunting and other starvation based disorders in the world. Percentage of the prevalence of moderate and severe stunting is at 3 percent.
  3. The elderly, migrant workers and refugees are the demographic groups that are most likely to suffer from hunger in South Korea. These groups are most likely to be targeted by employment discrimination. In the case of the elderly, starvation may occur because of lack of familial or community support after retirement. These populations are an anomaly in an otherwise wealthy nation.

This has been beneficial in reducing hunger and in maximizing efficient use of resources.
  5. One major step towards food security in South Korea was achieving rice self-sufficiency. South Korea cultivated rice as a domestic product that would feed its people while also being a successful export to bolster its economy. It reached rice self-sufficiency in the 1970s.
  6. Although South Korea applied protectionist policies to its domestic rice and livestock industries, it also allowed international trade for products it did not cultivate at high rates, such as flour-based goods. This system of domestic development with openings for foreign imports allowed South Korea to grow as an economy while also sufficiently and effectively feeding the country’s population.
  7. South Korea has committed to contribute $20 million to the World Food Programme in an effort to end world hunger. This will allow funding for various food security programs around the world over a five year period.
  8. South Korea is investing in vertical farming to further promote food security. This investment allows for efficient food production at faster rates.
  9. South Korea has gone from one of the largest recipients of food security aid to one of the largest contributor to the cause. 10 Facts about Life Expectancy in Colombia

Colombia is making remarkable strides towards improving its public health outcomes, including life expectancy.

Once ravaged by political instability and violence, the nation’s outlook is steadily improving. However, although the quality of life in major cities is improving, with increased access to health care and sanitation, rural Colombians have unequal access to these benefits that improve life expectancy.

  1. According to the CIA World Fact Book, Colombians’ life expectancy rate is currently at 76.2 years, ranking the country 90th worldwide. Females live an average of 79.5 years and males live for 73 years. Overall life expectancy is up for nearly 20 years from the first data collection in 1960, when the life expectancy rate was at 56.75 years. The rate has increased by 5 years since the turn of the century.
  2. Concomitant with an improvement in life expectancy is a substantial decrease in infant mortality rate. When the World Bank began collecting data in 1960, Colombia’s infant mortality rate stood at 93.9 deaths per 1,000 births. As of 2017, that rate is 12.7, which is a reduction of 739 percent.
  3. Rising GDP per capita may help explain the increase in Colombia’s life expectancy. In a 10-year period, from 2003 to 2013, GDP per capita soared from $2,246 to $8,030. Although that number is slightly declining, this long period of sustained economic growth allows for improvement in health care infrastructure. Furthermore, more Colombians are able to afford access to clean water, sanitation, and health care treatments in comparison with previous generations.
  4. An astonishing success story in Colombia is a rapid decrease in the homicide rate. For decades, guerrilla groups such as the Revolutionary Armed Forces of Colombia (FARC) waged a war of terror, resulting in millions of internally displaced persons and a high homicide rate. In 1996, during a particularly violent phase of the conflict, Colombia’s homicide rate stood at 71.8 per 100,000 persons. Today, two decades later, that number is at 25.5.
  5. Although urban access to sanitation and potable water is well established, rural Colombia lags behind. Colombia is an extremely mountainous country, with many villages and towns geographically isolated from urban centers. While 96.8 percent of the urban population has access to improved water sources, only 73.8 percent of the rural population does. Similarly, urban and rural differences exist in terms of improved sanitation, standing at 85.2 percent and 67.9 percent, respectively.
  6. Many rural villages suffer from inadequate medical facilities. Rural populations near the tropical rainforest and Magdalena River must also contend with mosquito-borne diseases including malaria, yellow fever and the Zika virus. According to Malteser International, in the tropical departments of Magdalena and La Guajira, almost 59 percent of the population suffers from malnutrition, and only around one in seven are able to access basic medical care. Additionally, indigenous tribes in Colombia often do not receive adequate health care. Many of these tribes reside in rural regions adversely affected by the conflict with the FARC. Consequently, the government has limited influence in terms of public health initiatives. Furthermore, environmental degradation from mining has threatened the health of Wayuu group, Colombia’s largest indigenous population. The International Work Group for Indigenous Affairs states that, as a result of coal mining along the Rancheria River, as many as 14,000 Wayuu children have died from starvation or thirst.
  7. Inefficiency among insurance providers in impeding the quality of treatment Colombian population receives plays a huge role in life expectancy in the country. All working Colombians have access to government-funded health care plans through their employer, although the individual providers of said plans can improve their implementation. A report from the OECD recommends “stronger performance and account management for health insurers”, meaning a better system to monitor insurers’ purchasing of services.
  8. Colombia is partnering with international organizations to improve food security for malnourished populations. The World Food Programme is working in conflict-affected regions to improve access to nutritious food. These initiatives include providing community meals, nutrition education and crop support for independent farmers.
  9. Both private and public sector expansion of the health care industry is taking place in Colombia. Drug companies and medical device manufacturers are investing in the market, reducing costs for Colombians through competition. Furthermore, the government is working to improve the number of hospital beds available. The current level is relatively low and stands at 1.58 beds per 100,000 individuals.
  10. The country has recorded continuous improvement in educational attainment. Since 1990, expected years of schooling increased from 9 years to 14.4 years. Education strongly correlates with higher personal health outcomes, as an educated population tends to make more health-conscious choices, such as improving their diet and visiting doctors. Education also correlates with higher socio-economic standing, which corresponds to improved sanitation.

Despite enduring the 2008 conflict with Russia and bearing the collateral damage of the Crimean war, the economic impacts of which are still felt, life in is improving.   1. Georgia has expanded economic ties with the European Union. As of 2014, Georgia signed two important economic treaties with the EU, an Association Agreement as well as a separate Free Trade Agreement. Now enabling citizens to travel more freely, and opened the EU market to Georgian businesses.
  2. The country is a regional leader in anti-corruption. Corruption incentivizes shady dealings, dangerous products and mistrust – ultimately leading to poverty. Both the World Bank and U.S. State Department recognize Georgia’s role as an anti-corruption leader, citing a long-standing commitment to reform and several glowing reports.
  3. Poverty is decreasing. The percentage of Georgians living below the national standard for poverty has declined considerably: 37.3 percent in 2010 to 21.9 percent in 2017.
  4. There is moderate inequality. With a GINI coefficient of 36.5, Georgia has greater inequality than most of its neighbors: Kazakhstan, Kyrgyzstan and Ukraine. Despite this, the share of national income earned by the poorest fifth of society has increased over time.
  5. Students are returning to complete secondary education. In the early 2000s Georgia had a high rate of non-enrollment in secondary education. More than one in five students would stop attending school after age 15. Now secondary schools have a 104 percent enrollment rate, meaning that many former students have decided to finish their education.
  6. Access to clean drinking water is common. For many years a significant number of Georgians (11 to 15 percent) lacked modern drinking water facilities. In 2015 Global nutrition reported that virtually 100 percent of citizens had proper access to drinking water with the vast majority receiving it via indoor plumbing.
  7. Obesity affects more people than starvation. According to a 2015 Global Nutrition report, more than half of all Georgians are overweight and one in five are obese. With undernourishment in decline, heart disease and similar problems are likely to be the next challenge.
  8. Life expectancy is increasing. Life expectancy at birth has been above 70 years old since the 1990s. A Georgian born today can now expect to reach age 74, living a fully active lifestyle well into their sixties.
  9. The 2008 Russian conflict has had a lasting impact. During the conflict, 130,000 Georgians became internal refugees displaced from the Abkhazia, Sidha Kartli and South Ossetia regions. While some have returned home, Action Against Hunger reports that the number of internally displaced persons has only gotten worse over time.
  10. Bugs are threatening crop harvests. For the past three years, the Abkhazia region has been struggling with an insect outbreak. In 2017, almost three-quarters of walnut farms had some of their germinating plants eaten before they were ready for sale. Russia even imposed a six-day import ban on Abkhazia to keep the bugs from spreading.

Despite setbacks in the past, Georgians are working hard to better their lives. Their efforts have begun to show in cities, schools, and fields as Georgia prospers as a strong, independent nation.

Panama is a country that has experienced impressive economic growth since 2000 when it acquired ownership of the Panama Canal from the United States. However, while urban areas have experienced economic growth the opposite is true in the country’s rural areas. Listed below are the top 10 facts about living conditions in Panama.

  1. Panama is a leader among its Latin American and Caribbean counterparts in terms of poverty reduction. Using the national poverty line as a point of reference, Panama was able to reduce poverty from 39.9 percent to 26.2 percent and extreme poverty from 15.6 percent to 11.3 percent between 2007 and 2012.
  2. Panama has experienced a period of high economic growth within the past decade. Between 2001 and 2013 the average annual growth was 7.2 percent, making the country one of the fast-growing economies in the world. The transfer of the Canal to Panama has played a huge role in this regard. In addition, with a $5.25 billion expansion of the canal, Panama is thriving as a logistics trade hub and a financial center that sees 4 percent of all global trade pass through its waters.
  3. Although strong growth and poverty reduction are two of the top 10 facts about living conditions in Panama, there is inconsistency in the regional spread of such improvements. Urban extreme poverty fell 40 percent between 2007 and 2012; in rural areas, the decline was 15 percent and in the indigenous territories only 4 percent. The groups with the lowest incomes and greatest dependence on social assistance are the indigenous populations.
  4. Economic and social development among indigenous groups in Panama falls behind that of other indigenous groups in Latin America. Compared to its Latin American counterparts, Panama has the lowest level of electricity coverage among the indigenous population and the largest gap between indigenous and non-indigenous populations (52 percentage points compared to the next largest gap of 38 percentage points in Colombia). The situation is similar in terms of sanitation and piped water. In the indigenous people’s territories, poverty is almost universal and persistent.
  5. In the absence of sanitation, electricity, clean water and other infrastructure accompanied by poverty and poor health knowledge one NGO, Floating Doctors, works to provide free acute and preventative health care services. Using a boat to access Panama’s most remote areas Floating Doctors operates over a 10,000 square mile area of mangrove mazes and jungle-covered mountainous terrain in which they are often the only medical service available. Utilizing qualified volunteers the organization has provided health care to over 60,000 patients in Panama who would otherwise not have access to health care.
  6. Panama’s health care sector has seen significant advancement in recent years and the country is now closer than ever to achieving universal coverage. The government has remained committed to improving access and increasing efficiency, with an emphasis on expanding public infrastructure including the construction of five major regional hospitals in 2014 that will serve approximately 17 percent of the population.
  7. There is a major difference between the extremely poor and the rest of the population. The heads of extremely poor households in Panama have only 5.1 years of education — 4.5 fewer than the national average. This is largely due to difficulties in accessing educational institutions; students in rural areas face treacherous flooding during the rainy season and often stop attending school altogether. Sustainable Agriculture in Mauritania
Mauritania is a rather large country in western Africa that has abundant natural resources like iron, oil and natural gas. Unfortunately, water and arable land are not at the top of the list. Nearly two-thirds of the nation is desert. Despite the lack of water, nearly half of the nations 3.8 million people make a living from livestock and cereal grain farming. Sustainable agriculture in Mauritania is essential to put this land to its best use and help the rapidly urbanizing population economically.

Promoting Sustainable Agriculture in Mauritania

According to the FAO, the amount of food produced domestically in Mauritania each year only meets one-third of the country’s food needs, leaving the other 70 percent to be imported from other countries. The FAO has been working to increase crop output by promoting and supporting agriculture farming in Mauritania. One such program is the Integrated Production and Pest Managment Program (the IPPM) in Africa.

This program covers nine other countries in West Africa. Since its inception in 2001 as part of the United Nations new millennium programs, the program has reached over 180,000 farmers, 6,800 in Mauritania. In Mauritania, the IPPM program focuses on simple farming techniques to increase both the quantity and quality of the crop yield each year.

These techniques include teaching farmers how to chose the best seeds to plant along with the optimum distance to plant the seeds from one another. The program also educates farmers about the best use of fertilizers and pesticides. Overuse of these chemicals can pollute the already small water supply and harm the crops. The program also teaches good marketing practices to help with crop sales.

Programs Working With Government Support

It is not only outside actors that are promoting sustainable agriculture in Mauritania. The government has been helping as well. A report by the Guardian from 2012 explains the government’s new approach since 2011. The plan includes new irrigation techniques, the promotion of new crops, such as rice, and the training of college students in sustainable agriculture techniques through subsidies.

Data from the World Bank in 2013, showed that the program was slowly succeeding; however, too little water was still the biggest issue. The World Bank and the government of Mauritania are still working towards those goals by building off of the natural resources available. According to the CIA, a majority of the economy and foreign investment in Mauritania involves oil and minerals.

A Work In Progress

Data is not easy to find on the success of these programs after 2016. What can be noted, though, is that programs run by the FAO and other international organizations are still fighting for sustainable agriculture in Mauritania. They have been able to sustain using money from mining and oil that is coming in each year.

While these are certainly not the cleanest ways for a government to make money, it is a reliable way for the foreseeable future. The government has already proven that it is willing to spend this money on its people. Hopefully, the government will continue to invest in its people and sustainable agriculture in Mauritania.

Sustainable Agriculture in Argentina
Sustainable agriculture in Argentina is necessary because of the subtropical climate. Intense rainfall is common, which often results in soil erosion and agricultural pollution.

The Origins of No-Till Agriculture

Sustainable agriculture in Argentina can be traced back to the 1960s when the country began focusing on technology adoption (no-till agriculture) even before it gained popularity in the United States.

This farming practice would evolve into an organized group known as the Argentina No Till Farmers Association, in 1989. This group would gain support from other farmer associations in Brazil, Paraguay, Uruguay and Mexico throughout the 1990s, and the organization later coalesced into the American Confederation of No Till Farmers Associations (CAAPAS).

The goal of these two organizations is to promote farming methods that allow for the achievement of improved productivity and competitiveness in the short term, while continually moving forward in sustainable agricultural practices.

Regional Groups Make a Difference

The Argentine Association of Direct Sowing Producers (AAPRESID), also established in 1989, helps the agriculture industry on a few levels. The organization promotes field day practices and seminars for technological exchange between domestic and foreign farmers, as well as joint research between universities, private companies and agricultural research centers.

AAPRESID promotes the establishment of regional groups across the country. These regional groups have grown to be one of the most important influencers in the future of no-till agriculture in Argentina.

No-Till Farming Today

No-till farming has evolved into the most prevalent form of agricultural practice in Argentina, growing from a couple thousand hectares to more than 23 million hectares, or close to 80 percent of crops. The development of specialized machinery for the practice, primarily planters and drills, as well as the development of improved herbicides, have contributed to the development of the practice.

The total production of crops annually in 1990 was 20 million tonnes, and that number has grown close to 100 million tonnes in 2010, thanks to the new agricultural practices. No-till agriculture, along with biotechnology and improved use of fertilizers have been the main drivers of this improvement.

Maize production close to quadrupled from 1972 to 2012, and wheat production doubled from 1972 to 2004. Soybean production gained popularity in this time due to increased international demand, and Argentina now produces double the number of soybeans compared to maize.

New Crop Resistances

The growth of agricultural production has allowed for the expansion of crops in areas that were previously unsuitable due to changes in climate conditions. In addition, trade liberalization in the 1990s and the reduction of import tariffs increased access to agricultural machinery, fertilizers and pesticides.

As these practices increased, so did investments in infrastructure, namely roads and food markets, as well as the promotion of no-till agriculture and the introduction of new crop resistances to diseases and pests. No-till technologies decrease soil erosion and improve soil fertility, therefore making more viable land for agricultural practices.

Sustainable agriculture in Argentina has helped the country thrive in the export of agricultural goods. The fact that the subtropical climate makes crop production difficult in the country is a testament to the importance of efficient farming practices.

Migrant Workers in Qatar

When one thinks of the Gulf state of Qatar, sky-high skyscrapers, double-decker airplanes and sprawling shopping malls come to mind. Ever since the discovery of oil in the region in 1939, the Qatari economy has seen rapid growth. In 2018, the CIA World Factbook ranked Qatar as second highest for GDP per capita, making it one of the wealthiest nations in the world. But this also makes it important for people to learn about the state of migrant workers in Qatar.

Migrant Workers in Qatar

The progress in Qatar has its drawbacks. When FIFA selected Qatar to host the 2022 World Cup, the treatment of migrant workers in Qatar was brought to the spotlight. A research brief from the UK Parliament found that Qatar has 1.5 million migrant workers or 90 percent of its total labor force comprises migrant workers.

While foreign workers continue to report incidents of exploitation and segregation, Qatar has made substantial improvements to its labor laws and is cooperating with organizations like Amnesty International and the International Labor Organization in the process.

The Kafala System

Gulf states—including Qatar—use the kafala (Arabic for sponsorship) system as an employment framework to recruit migrant laborers from abroad to work in low-paying jobs.

Under the kafala system in Qatar, migrant workers have documented a range of abuses, among them, are delayed and unpaid wages, excessive working hours, confiscation of passports, inaccessibility to healthcare and justice, sexual violence as well as deception in the recruitment process. In short, the kafala system binds a migrant worker into an exploitative employer-employee relationship.

By giving an employer control over a migrant worker’s job and residential status, the kafala system encourages workplace abuses. With over 95 percent of Qatari families employing at least one housemaid, some migrants choose to become domestic workers in the homes of Qatari nationals, where they are often subjected to sexual violence.

Furthermore, The Guardian reported in October 2013 that many Nepalese workers have died since the beginning of construction projects for future World Cup sites. These Nepalese workers live in segregated labor camps outside Doha where they endure unsanitary conditions and scant water supplies.

Labor Laws in Qatar

Under pressure from international nonprofits, Qatar has implemented a series of labor laws to improve working conditions for workers. In December 2016, a new law allowed migrant workers to return to Qatar within two years if they had previously left without their employer’s permission. It also increased the penalty for employers found guilty of confiscating their employees’ passports and created a committee to review workers’ requests to leave Qatar.

While this made no reference to the kafala system, the law fell short of addressing kafala’s main shortcoming, i.e. workers still need permission from their employers to switch jobs.

In order to help domestic workers who are often victims of forced prostitution, Qatar introduced a domestic workers law in August 2017. Instating legal protections for over 173,000 migrant domestic workers, the law sets a limit of 10 hours for a workday and mandates 24 consecutive hours off every week, as well as three weeks of annual paid leave. Though in its early stages, the law promises to alleviate the alienation and abuse of domestic workers, some of whom work up to 100 hours per week.

The Qatari government is gradually repealing the kafala system. In October 2017, the government expanded the Wage Protection System and mandated payment of wages by electronic transfer.

On September 5, 2018, an Amnesty International press release reported that the Emir of Qatar issued Law No. 13, which bans employers from preventing migrant workers from leaving the country.

Conclusion

Qatar’s World Cup bid may have been a blessing in disguise. Qatar started its stadium projects using slave-like labor, and now it has slowly opened up to the critiques and suggestions from external nonprofit organizations. As an example, the International Labor Organization has forged a technical cooperation agreement with Qatar and together they have worked to unravel the kafala system. These changes will turn this wealthy country into a more equitable one.
