Developing Countries Need to Raise Enrollment of Disabled Children

A new report released last week by Human Rights Watch (HRW) has detailed how an estimated 500,000 children with physical and mental disabilities are not enrolled within South Africa’s primary education system.

The monitoring group underscores within their report the growing trend worldwide of children with disabilities failing to become enrolled in primary education programs, specifically in developing countries and regions grappling with conflict.

The report was compiled based on individual interviews with 70 parents across South Africa; researchers traveled throughout KwaZulu-Natal, Limpopo, Gauteng and the Northern and Western Capes in late 2014.

In reference to South Africa, the report asserts, “Although the government claims it has achieved the MDG of enrolling all children in primary schools by 2015, HRW found that in reality, across South Africa many children with disabilities are not in school.”

The report also details the failure of many primary schools to accommodate disabled students and provide adequate educational services, as well as inherent discrimination against certain students through the application of additional fees.

Hannah Kuper, the co-director of the International Centre for Evidence in Disability at the London School of Hygiene and Tropical Medicine, argued in a recent interview, “Many, if not most, of disabled children are not enrolled in schools in developing countries. We need to raise awareness that disabled children have the right to attend school, and that including them often involves only small changes in the school or teaching methods, or even just in attitudes.”

She offered potential solutions for this problem in detail — “The first thing that we need is more data in order to know how to enroll children with disabilities in school. We need to know which children are most excluded and why, in order to see how to overcome these barriers. And we need to know what works best to address the needs of disabled children when they are in school, so that they can have the best education possible.”

The Malawian Ministry of Education announced that they had successfully mainstreamed over 90,000 disabled children into their primary school systems as part of their Inclusive Education Program. The program has also offered funding for structural modifications to schools, including the installation of ramps and handicap restrooms compatible with disabled students.

The author of the HRW report, Elin Martínez, questioned the complacency of the South African government in discriminating against education opportunities for disabled children. “The South African government needs to admit that it is not providing quality education to all of its children – in fact, no schooling at all to many who have disabilities.”

Qinisela, a South African mother of an eight-year-old with Down’s Syndrome, told HRW researchers, “We tried to put him in a [mainstream] school but they said they couldn’t put him in that school because he has disabilities […] because of Down’s Syndrome he isn’t like other children so they [said they] can’t teach him. At the therapy, they promised to phone if there’s a space in a special school. I’ve been waiting since last year.”

The Sustainable Development Goals (SDGs), which were designed by the United Nations to replace the near completed Millennium Development Goals (MDGs), will be put into place next year and include several regulations intended to improve the lives of disabled children, specifically within primary education and employment.

South Africa has attempted to remain active in the push disability advocacy, as they adopted policies to prohibit the exclusion of disabled children from primary education in 2001 and were one of the first countries to ratify the United Nations Disability Rights Convention in 2007. Despite these significant policy advancements, many officials have expressed concerns about disabled children’s access to primary education not just in South Africa, but across the developing world.

Jo Bourne, the Chief of Education for UNICEF, warned in a press statement, “Despite recent progress, there are still some 59 million primary-age children and 65 million adolescents out of school—often children living in poverty, girls, children with disabilities, children from ethnic minorities, children living in conflict or those engaged in child labour. These children and young people are among the most disadvantaged citizens from across the developing world and are not only excluded from the opportunity of education and learning for their own individual development, they are missing out on the opportunity to contribute to their communities and economies when they reach adulthood.”

New Zealand Gang Feeds Children

new_zealandThe Tribal Huk gang of Ngaruawahia, in New Zealand, has been working for the last four years to help feed the country’s poor children. Every day, the gang has been making and delivering sandwiches to thirty-one schools in the area and putting food in more than four hundred hungry children’s mouths.

Jamie Pink, the president of the organization, called Kai 4 the Future, knows what it is like to grow up in poverty. As a child, he barely ever had enough food for himself. When he grew to be an adult, he knew he wanted to do something about it. Although he does admit he likes violence, he says he liked helping people even more.

Now, Tribal Huk leases fifty acres of farmland around Horotiu and Ngaruawahia, and owns dozens of beef, sheep and pigs. Some animals are sold to finance the foundation while the rest go in the sandwiches.

In New Zealand, 270,000 children live below the poverty line, according to the country’s Children’s Commissioner. Although the government has implemented a $9.5 million program in the last couple of years to help solve the problem, children remain hungry.

Pink laments that New Zealand has enough water, food and other resources- sheep even outnumber people ten to one- to support their population, but children are still going hungry. He hopes to get government assistance so the gang can make even more sandwiches every day.

He is also hoping to start a new trust in which people donate just $5 a week to the Foundation. If 50,000 people pay this amount for a year, they would collect $30 million – enough to feed every hungry child in the country.

Rwandan Parliament Seeks to Increase Maternity Coverage

Maternity coverageIn March, the Government of Rwanda approved a bill granting mothers full compensation while on a 12-week maternity leave. If implemented, the Maternity Leave Benefits Scheme would increase maternity coverage by 80 percent for the second half of their leave from the workplace.

Throughout the spring, the bill moved through parliament but was temporarily tabled in the House because of other pressing issues. Members of parliament are set to discuss this important legislation in the next few weeks, though, according to an article in Equal Times.

Because of the current system, many Rwandan women on maternity leave return to the workplace after just six weeks because they cannot afford to lose 80 percent of their compensation for that time.

Minister of Finance and Economic Planning Claver Gatete said that the current plan is not conducive to supporting a mother and her child both socially and financially.

The new legislation will have employers compensating mothers for the first six weeks and a social security fund covering compensation for the second six weeks. As an insurance scheme rather than a government fund, the additional compensation will come from a new income tax.

Public and private sector employees will make a 0.6 percent contribution of their salary to the insurance scheme in order to cover the costs of this fund. Contributions are set to be taken through the existing Rwanda Social Security Board, but the scheme funds are set to be distinct from other social security funds.

There is widespread support throughout Rwanda for this legislation, many calling this bill “long overdue.” Dominique Bicamumpaka, president of the Congrés du Travail et de la Fraternité — Rwanda (CONTRAF) was quoted in Equal Times, explaining her and other campaigners’ support for this legislation.

“[CONTRAF was] involved in the whole process and we encourage all the citizens to embrace this new initiative wholeheartedly because when a woman gives birth, it is not only for the family but also for the society,” she said.

If adopted, this bill will improve living conditions for mothers and their newborns, while also giving mothers more value and credibility in Rwandan society.

Many Rwandans consider this legislation a major step toward improving working conditions for women throughout the country. However, advocates such as Andre Mutsindashyaka, secretary general of the Rwanda Extractive Industry Workers Union, hope that this is just the first step of many other adjustments in making the workplace more mother-friendly.

“We are trying to make it easier for mothers, especially that nursing, by finding ways how they can work but also look after their babies,” he was quoted in Equal Times.

“So far, there is a plan that we hope to launch in five years, which will see each office have a daycare centre where mothers can breastfeed their babies. So far, some places like [the Rwandan Tea Authority] are providing [daycare facilities] and we hope that eventually, every office can do the same.”

Feeding Children in Egypt to Boost Attendance Rates

In June 2015, the European Union funded a project for the World Food Programme (WFP) that encourages 100,000 children in Egypt to attend school.

The four-year project, called Enhancing Access of Children to Education and Fighting Child Labour aims to offer children, especially girls, incentives to pursue education.

Fifteen percent of children in Egypt eventually end up working to help support their families. The WFP’s goal of feeding children in Egypt to boost attendance rates involves providing snacks and take-home rations for children who maintain an 80 percent school attendance rate.

The daily in-school snack, date bars, offers valuable vitamins and minerals for students. For most children, the bars are their first meal of the day. The take-home rations of rice and oil equal the value of what children could earn from a month of work.

By using food incentives, WFP hopes to encourage parents to send children to school instead of out to work. In addition, they hope to break the patriarchal idea where young girls are solely expected to stay home and be married.

“The concept they have is the girl is going to get married and stay home, so if they need to get one of their children educated, they’re going to focus on the boys. With our project, we focus on the girls because we feel we are their chance to get an education,” says Amina Al Korey, communications officer for WFP in Egypt.

The girls get first priority registering for the community schools supported by the WFP and supervised by the Egyptian Ministry of Education. Boys can be admitted but only if spots still remain.

Larry Summers, former World Bank chief economist says, “Investment in girls’ education may well be the highest-return investment available in the developing world.”

Girls who attend school will make up to 25 percent more in wages in the future, be healthier and more capable of supporting a family, and could even save malnourished children, simply by being given a secondary education.

Al Korey says, “Whenever I speak to the girls, they’re always just so enthusiastic about actually going to school. They don’t just feel good about getting an education and getting a chance to take a different path.”

WFP also plans to support mothers with income-generating projects, such as breeding goats, making soaps and selling and growing vegetables.

Lubna Alaman, WFP’s representative and county director in Egypt, says, “Through partnerships like this, WFP hopes to make a child’s simplest dream come true.”

At the conclusion of the four-year project, WFP hopes to see more girls excited about pursuing an education and bettering their future.

Why Clean Water Matters
It’s all too easy to take for granted all of the conveniences available to us as citizens of a developed country. Having access to clean water is a privilege that goes far beyond just being able to use it for drinking or cooking. It can significantly improve the lives of people in poverty for a number of reasons.

For example, access to clean water usually means a person is more likely to have food to eat. After all, 70 percent of our global water use is for irrigation and agriculture. Often, a lack of clean water means a corresponding lack of food, because communities are unable to grow their own. About 84 percent of the people who don’t have access to clean water live on subsistence agriculture, which means that they are dependent on the growth of their own food for survival.

If people have access only to dirty, contaminated water, then they are in constant danger of waterborne diseases like diarrhea, cholera, fluorosis, HIV, malaria, typhoid and parasites such as intestinal worms. All of these run rampant through unsafe water supplies.

If people are getting sick, then someone in the family has to take care of them. That leaves two people out of school or work. Two people whose education or livelihood is put on hold because there isn’t an accessible clean water source.

Oftentimes, women undertake the time-consuming act of hauling water from its source to the villages where it is needed. In Sub-Saharan Africa, 40 billion hours a year are spent hauling water. This leads to to a sort of “time poverty,” where there is less time for endeavors like receiving an education or making money.

Without access to proper sanitation, many girls drop out of school when they reach puberty. Unsafe water acts as a barrier to education for young women in particular, perpetuating the global poverty and gender inequality cycle.

When mothers fear their children are going to die of diseases, they have more children in the hopes that some of them will survive, which often leads to poor maternal health and overpopulation problems. Poor maternal health can also lead to orphaned children who are left to fend for themselves and do not have time for education because they are focused on survival.

In fact, access to clean water is something that underlays almost all of the Millennium Development Goals – eradicating extreme poverty and hunger, achieving universal primary education, promoting gender equality and empowering women, reducing child mortality, improving maternal health, combating disease and ensuring environmental sustainability. In the new set of Sustainable Development Goals, ensuring access to water and sanitation for all is a goal in itself.

Gary Evans of Living Water International put it like this: “We’re in a world where there are 900 million people barely treading water, and the water’s too low for them to reach the ladder. They don’t need a boat. They don’t need a helicopter to rescue them. They just need a little boost so they can reach the ladder. Then they can climb out on their own. Clean water provides that boost.”

So, it’s clear why clean water is important. And the best part? There really is plenty to go around. Groups like The Water Project and Living Water International are working to build sand dams, wells and devices for water collection and sanitation. Every dollar invested in water and sanitation generates about eight dollars worth of health, time and productivity.

Unsafe water and lack of water causes a lot of problems, but what this really means is that there is one simple fix that will address a multitude of global poverty issues. Clean water means a better world in terms of equality, education, health, food security and more.

Kristen Bell Helps Fight Child Hunger

The childhood hunger epidemic is so severe in Liberia that one child dies of malnourishment every 12 seconds. When Todd Grinnell, Ryan Devlin and Ravi Patel visited Liberia, they were heartbroken by the poverty they encountered. Upon their return, they knew they had to take action. They created a healthy, nutritious fruit and nut bar with the “buy one, give one” mentality that has successfully provided other goods to the unfortunate across the globe.

With the purchase of this new snack, a nutritional bar by the name of “This Bar Saves Lives,” a child in need receives an identical food bar, jam-packed with all of the nutrients required to nurse them back to health. “This Bar Saves Lives” has attracted the attention of A-list celebrities like Kristen Bell. The celebrity endorsement and subsequent promotional video released by Bell has attracted mainstream attention to not only the product but also the horrible reality that is child hunger and malnutrition.

Bell is the latest investor and endorsement the company has received this year. Since its founding, Grinnell, Devlin and Patel have made a variety of appearances at highly publicized events to promote the bar, Comic-Con being one of them. They have also partnered with several companies such as Edesia Global Nutrition Solutions, Whole Foods Market, GOOD Inc., Mending Kids International, Kashi Company, The Strongheart Group and Kiss My Face.

Since 2013, 528,940 packets of bars have been sent to children in need. The co-founders of “This Bar Saves Lives” hope that by the end of this year, the company will sell one million bars, giving the helpless around the world another chance at life and nutrition.

Use of Impoverished Children in Pornography


Pornography is a business globally worth $57 billion, with the United States accounting for over $11 billion. Pornography was first developed as a means to help individuals fulfill their sexual fantasies and serve as a criminal deterrent against violent crimes, but pornography has just made sex more violent. Just as the pornography industry began to flourish, a survey of U.S. college girls showed that 69.8 percent of them had been “verbally coerced” into having “unwanted sex.” And in the United Kingdom in 2006, 33 percent of all women say that they have been forced into sex. Pornography has been further exacerbated through the Internet and the emerging trend to use child victims. Statistics indicate​ that upon the legalization of pornography, emerging growth rates of failed marriages have occurred, as well as an increase in sex-related crimes.

In 2013, child pornography arrests grew by 2,500 percent. It is attributed to the demand and an impoverished supply. Families under economically desperate conditions utilize their children as vessels of income. Pornography pretends to offer economic gain to the vulnerable, many of whom are led by coercion, force or kidnapping. In general there is an issue with the way in which the poor are represented in media. The media’s use of impoverished people objectifies them, as does pornography.

Sex industry recruiters and sexual deviants alike choose from a pool of candidates who have experienced various levels of previous exploitation and remain economically desperate. In countries such as Kenya, children as young as the age of six are sold and used in child pornography. The documentary “ Working Lives” is about child sex tourism and pornography in Kenya’s coastal towns. It discusses how in Kenya, some parents send their children to have sex for foreigners for as little as one dollar.

Due to limited options, some parents choose to knowingly rent their children for pornographic or sex slave purposes. In “The Secret Child Sex Trade Hiding in Kenya’s Tropical Paradise,” viewers are introduced to a six-year-old girl suffering from signs of rape, sodomy and beatings, that occurred on film for pornographic purposes.

In the Philippines, there was a major case involving a made-to-order porn operation, with charges that include murder and torture. An Australian made a global business of using impoverished victims for sexual and violent performances based upon customer request. Here he monopolized on the poverty and was strategic when choosing the cities, local child recruiters and victims. Often, he would utilize the other poor local children to establish connections and lure in street children. The documentary “ Catching a Monster” covers methods of grooming and deviant practices to recruit the needy for pornographic use.

His youngest performer was an 18-month-old girl name Daisi, of whom he created a series of pornographic videos of her sexual abuse. All of the children used in these videos had parents that had been coerced by false promises and the opportunity to provide a better life for their children.

Many people are victims to poverty and more so generational poverty, that has passed down impoverishment from the previous generations. Many of those in vulnerable populations experience exploitation and are forced to become workers in the sex industry. For the extreme poor, many questionable work opportunities arise; pornography is one of them. Ending poverty can help to decrease victimized children in pornography.

Sexuality Education in Côte d’Ivoire Revamped by the Zero Pregnancies in School Campaign

Youth pregnancies in Côte d’Ivoire declined by an astounding 20 percent since the Zero Pregnancies in School Campaign began in 2013, according to the United Nations Population Fund. This campaign is part of a nationwide plan, supported with technical and financial assistance from UNFPA, to enable young people to make informed decisions about their sexual and reproductive health.

During the 2012-2013 academic year, 5,076 students became pregnant in primary or secondary school, reported the Ivorian Ministry of National and Technical Education. While the teen-age birth rate globally is 50 per 1,000 girls, in Côte d’Ivoire, the number is 125.

The 2013 UNFPA State of World Population report found that 7.3 million girls, 18-years-old and younger, give birth each year in developing countries. This reality is both a health issue as well as a development issue. Many pregnant girls are forced to drop out of school creating downward-spiraling repercussions of limited prospects.

“It is deeply rooted in poverty, gender inequality, violence, child and forced marriage, power imbalances between adolescent girls and their male partners, lack of education, and the failure of systems and institutions to protect their rights,” said Dr. Babatunde Osotimehin, UNFPA Executive Director.

The high birth rates in Côte d’Ivoire undermine the country’s ability to take advantage of a demographic dividend. A demographic dividend is a window of opportunity to hasten economic growth when a population’s age structure shifts from one with fewer people of working age (15 to 65) to one with fewer dependent people (under 14 and over 65).

In response to this situation, the Ivorian Council of Ministers formally adopted the accelerated pregnancies reduction plan on April 2, 2014. The plan is a comprehensive program that integrates sexuality education in Côte d’Ivoire, teaching over several years starting in 4th grade to provide age-appropriate information at each stage.

Based on human rights principles, sexuality education encompasses more than sex education. The fundamental components of the curriculum feature the information about the human body, contraception and sexual and reproductive health. This includes knowledge about sexually-transmitted diseases and the effects of early pregnancy. The curriculum also addresses the issues of child marriage and gender-based violence so that human rights, gender equality and the empowerment of young people is advanced.

The comprehensive program offers other school activities beyond the classroom. Nationally, student clubs are being formed to raise awareness, and an arts and culture festival is planned where students can display their creative endeavors, such as plays, poems, stories and drawings about pregnancy in school. UNFPA has helped the government open a call center that provides free, confidential information. To disseminate information about health and services, various media, such as leaflets, videos, radio announcements and SMS messages will be disseminated.

Much of the needed education involves demystifying contraception and pregnancy. Amina, a pregnant student, revealed: “I did not take contraceptives because my mom told me that it might make me sterile.” Some girls are also told that not getting pregnant by age 15 or 16, “is a problem,” remarked Clarissa, 22.

The Zero Pregnancies in School Campaign was launched in Bondoukou, the most affected area in Côte d’Ivoire. Students in the region brought banners to the event with such messages as “Zero pregnancy in school, I endorse it,” “You don’t get a child pregnant” and “I am a child. A child doesn’t bear a child. A child goes to school to succeed.”

The government is making even further changes. Laws have been introduced that increase penalties for the sexual abuse of minors. Most significantly, this includes sanctions against teachers who abuse their students. Girls are often pressured into sex with teachers in order to get good grades.

Additionally, the government is planning to build better housing for the 10,000 to 15,000 students in cities that must board. This will enable the young students to have proper housing where boys and girls do not have to share a room.

The government also no longer expels girls when they are pregnant, and girls are returning to school after giving birth. Amina told UNFPA, “My mom takes care of my baby when I come to school.” Clarissa’s mom also takes care of her son. Clarissa explained to UNFPA that she still has her dreams: “I lost a school year,” but “I want to become a teacher.”

The CERIA Project Targets Early Childhood Education

In the Indonesian district of Malaka, children are finally being provided with an opportunity to create a better future for themselves. Save the Children has partnered up with the H&M Conscious Foundation to improve educational conditions for children within this impoverished region of the world.

Malaka used to be part of the Belu district in East Nusa Tenggara province. It was so severely underdeveloped that the government decided to establish Malaka as its own district in 2012, hoping to finally spur development. Unfortunately, the district’s citizens are still fighting to break out of the poverty cycle.

Malaka contains 15 elementary schools filled with children seeking a quality education. Most children cannot afford to wear shoes to school. When they finally arrive on foot to their classrooms, they typically face deteriorating walls, lack of access to water and collapsing roofs.

Poor personal hygiene and health combined with the schools’ poor physical conditions often results in prolonged student sickness. To make matters worse, children are oftentimes juggling a language barrier as well.

Hailing from places like East Timor and belonging to ethnic groups that rely on different languages, many of the students do not speak Indonesian. The people of Malaka use five local languages representing the region’s indigenous tribes. Regardless of lack of comprehension, however, the material is taught primarily in Indonesian.

Primary school teachers often employ physical punishment as they deem necessary, causing many students to live in fear. In lower grades especially, it is not uncommon for students to fail their studies or have to repeat a grade due to some combination of the aforementioned factors.

In August 2014, Save the Children pledged to embark on a three-year project focused on improving education for around 2,850 children in the area. Since then, the charity has been working side by side with the H&M’s Conscious Foundation to build 15 new preschools and renovate the 15 existing Malakan schools.

Like Save the Children, the H&M Conscious Foundation seeks to improve children’s education. In addition, the independent organization works to empower women and provide access to clean water in developing countries.

The Conscious Foundation teamed up with STC to launch the Children in Early Grades Reach Incredible Achievements (CERIA) Project three years ago. CERIA also doubles as the Indonesian word for “cheerful.”

The CERIA project is targeting early education in order to achieve long-term effects. It aims to increase enrollment and attendance at quality preschools, improve teaching methods and school readiness for young students and reduce first-grade repetition rates.

The program is targeted at a total of 30 poor rural communities scattered throughout Malaka. Within each early childhood education center, there will be two classrooms able to accommodate 20 to 30 students. Some students are already benefiting from the progress made on renovations last year.

CERIA also offers free teacher training programs to improve the quality of education. Since the majority of teachers in Malaka are volunteers lacking a background in education, this has been an especially effective tool for improvement.

By its conclusion in 2017, the CERIA project is expected to benefit Malaka’s 2,400 elementary school teachers, 450 preschoolers and 180 primary and preschool teachers. There is no telling what accomplishments these properly educated children and teachers will be able to achieve in the long run.

The Child River Trade Workers in Brazil
In Brazil, home to the world’s largest Amazonian rain forest, an ever-increasing number of young children are joining the workforce as so-called “river children.” These river children make a living and help support their families by canoeing up to the side of larger barges and tourist boats, where they climb on board and attempt to sell goods such as ingas, an elusive jungle fruit that is particularly popular with ferry passengers.

Following a process of bargaining, the children then climb off the boats with the few rials earned in their pockets, only to have to canoe back home for the entire length of the river that passed beneath them while they were above deck.

An Al Jazeera documentary created in 2011 and reviewed in the past week, titled The River Traders of Brazil, helped shed light on the shadowy lives of Brazil’s “River Children.” The documentary focused on the life of Jesse, an 11-year-old boy who lived along the narrowest stretch of the Tajapuru River in the Amazonian basin in northern Brazil.

Jesse, like the other river children working on the Tajapuru river, made a few rials for his family of 12 adults and 16 children by engaging in the river trading business. As the beginning of the documentary illustrates, Jesse and the other river trader children were initially tolerated and even treated warmly by crew members on the barges. The opening scene pans to an image of Jesse and a young girl sharing a plate of pasta in the underground cabin of a boat, with the narration smoothly announcing over the image “on the boat, there is always food set aside for the river children.”

However, as the documentary progresses, noticeable friction between the river children and the adult crew workers grows more and more. A captain, who claims that he always takes down the names of the river children, tells the camera that the information he has been taking down in his notebook has been increasing in recent years, with an ever-increasing number of stray children climbing aboard.

Further on in the documentary, it becomes obvious why.

Jesse, like his fellow classmates, attended school—which was an hour away by canoe—sporadically at best (the documentary claims he never went for longer than one month at a stretch). A scene with Jesse and his teacher films them on opposite sides of an argument: the teacher, trying to encourage the children to come to school more often, argues, “You are already so good on boats. Think about how much better you could be if you knew how to read and write.”

But Jesse, who comes from a family where the existence of daily food depends upon the pennies brought into the house each day by river-trading activities, counters that making the one-hour canoe journey in search of an education is ultimately futile.

Later in the documentary, the friction between the crew and the children reaches its breaking point, with the crew becoming openly more hostile to the swarms of young children tying their canoes to the sides of their boats.

The viewer discovers that part of this hostility lies in the fact that young river children, frustrated with the instability that a river trade life has to offer, have begun to turn to piracy. Jesse, along with his brothers and some of his cousins also turned to crime, only to come to a fatal end shortly thereafter following an attempted heist where he was killed by an angry crewman.

The fate of Brazil’s river children is little known outside of the small Northern Amazonian river communities directly affected by river trade activity. Yet the Al Jazeera documentary, initially filmed in 2011, and reviewed more recently within the past week, marks an important first step in unearthing the dangerous lives lived by so many desperate and juvenile Brazilian children. The young individuals risk everything, rowing against raging and intolerable currents and facing intolerance, even violence, at the crew members who await them, in the hopes of earning a few pennies for their families a day.
