Period Poverty in Uganda
Uganda’s Ministry of Education reported that, as of 2019, nearly one in every four Ugandan girls between ages 12 to 18 will drop out of school once they begin menstruating. For those who do attend school, girls’ absence rates triple from 7% to 28% during their periods. Dropping out of school decreases their likelihood of escaping the cycle of poverty and increases their chances of early marriage and motherhood. Like many other international leaders, the Ugandan minister of higher education, John Chrysostom Muyingo, stresses the importance of girls’ school attendance, adding that this must include proper menstrual health practices. He articulates that period poverty in Uganda seriously jeopardizes Uganda’s likelihood of reaching many of the UN Sustainable Development Goals (SDGs), especially those which concern gender equality, education and health care.

Understanding Period Poverty in Uganda

The definition of period poverty is inadequate access to menstrual health care and sanitation, as well as the stigma and shame surrounding menstruation that prevents menstruating women from fully participating in society. Poverty, education and a lack of waste and sanitation management exacerbate the global problem of period poverty.

In 2015, the Ugandan government rolled out an initiative to work alongside NGOs and schools to improve access to menstrual care. However, reports indicate that Uganda’s school system has failed to improve these rates. Poor washing and hygiene facilities that make product removal and privacy difficult, as well as the embezzlement of funding for pads and sanitation infrastructure improvements, have hampered the initiative’s success. A profound stigma surrounding menstruation also exists as people often perceive it as dirty and a private matter. This makes educating girls and boys on the matter difficult without proper funding and insistence. Additionally, despite a 2017 tax removal on sanitation products, they still cost around $2 USD per package, unaffordable for those living in poverty.

Developing Sustainable Solutions

Fortunately, several organizations are working tirelessly to combat period poverty in Uganda. The Red Cross and AFRIpads, a local manufacturer, have partnered with the Ugandan government for the Keep a Girl in School Initiative to provide girls with sanitation products and educational services. AFRIpads’ reusable pads help tackle the problems of waste and affordability. The Binance Charity Foundation uses cryptocurrency donations to directly reach women in need to circumvent corruption within the school systems. To date, the organization has helped over 1,400 girls in Uganda pay for sanitation pads.

PLAN International has worked with schools in Torono, Uganda by adding doors to toilets for privacy and creating “menstrual hygiene management clubs.” Both girls and boys between the ages of 11 to 18 learn about periods and make reusable products for the girls to take home. The clubs use songs and other fun activities to create a positive culture surrounding menstruation, using roleplay to combat social norms. Educators have been highly supportive of this initiative and noticed a change in boys’ attitudes and support and girls’ attendance.

Men Making an Impact

This is not the only initiative that has stressed the role of men in creating supportive environments for girls’ health. One church in Mulatsi, Uganda, realized that period poverty was the biggest problem the community reported. One father, Milton, became motivated to improve the situation for his daughters but noted the high cost of pads. With a church organization, he and his community work to educate and make reusable pads, which cost only $1.50 USD and last an entire year. Other men judged Milton for his involvement in this but Milton has insisted that fathers must involve themselves in reducing period poverty in Uganda for their daughters’ sake. The project’s success inspired more churches to join the movement, which has educated 4,800 boys and girls about periods and proper feminine care.

The Ganda Boys are another male group supporting the cause. This group, made up of male musicians, has helped over 2,000 girls gain access to menstrual products using donations they received from their performances. After moving to the U.K., the men give back by working in refugee camps to improve menstrual hygiene education.

Period poverty in Uganda is far from being solved, and it presents a threat to Uganda’s SDGs. Yet, it has presented several opportunities for innovative solutions that can be learned from. While funding for supplies and sanitation improvements may come from all over the world, local communities are working to untangle deep-rooted stigmas. The inclusion of men and boys in educating about women’s and sexual health has contributed to the success of these projects. With continued government and INGO support, period poverty in Uganda can reduce, and more girls can continue their education.

Homelessness in Latvia
After the Great Recession of 2008, Latvia saw a large rise in its homeless population. After a 389% increase in homelessness from 2009 to 2017, the nation recorded 6,877 homeless people, three-quarters of whom are concentrated in Riga. Data from 2018 also displays that the majority of subjects living in shelters are pre-retirement, ages 41 to 61. Coupled with its lack of affordable housing and deteriorating household economic situation, Latvia has long struggled to provide organized and well-funded state programs to its homeless population. As the government continues not to act, many citizens struggle against addiction, health problems, a weakening economy and stereotypes that exacerbate homelessness in Latvia.

Why Latvia Has Been Unsuccessful So Far

Latvia’s main weakness within its programs is the lack of national and state support. Measures to address homelessness in Latvia are left entirely to the local authorities, which are often inadequate and only provide low-intensity aid. For example, shelters do not offer essential and progressive services such as transfers to temporary or permanent accommodations, making it difficult for individuals to leave shelter systems. Latvia dismisses this issue to such a great extent that has yet to even recognize a formal definition of homelessness in its legislation. The nation’s poor funding and organization, as well as the exceedingly small size of its housing stock, causes the ineptitude of homeless prevention. Municipalities provide social housing exclusively, though some larger governments have formed specific companies to maintain and manage public stock.

Most shelters in Riga have limited services that only provide basic emergency shelter and minimal support-worker time. Displaced individuals thus struggle to re-establish themselves in society and find sufficient private housing, leaving them stuck in public housing systems. Those with alcoholism or other addictions may use detox and rehab programs that Latvian social services provide, but these interventions are costly at €200 for 28 days with an additional €50 per month for accommodation.

Discrimination Against the Homeless

A pervading culture of discrimination also limits opportunities for displaced citizens. In 2018, Latvijas Sabiedriskie Mediji, the official news portal of Latvian radio and television, reported a case of blatant prejudice towards 43-year-old homeless man Gunārs. Gunārs did not qualify for free healthcare, as he was the victim of an inventive tax evasion scheme that firms targeting the homeless used. However, even after Gunārs offered proper payment and was proved a registered patient, the doctor still denied him treatment by claiming his intoxicated state was in violation of code and removing him from the premises. The news source’s further investigation revealed mistreatment towards alcoholic clients at the Red Cross shelter on Gaizina street, which limited drunk individuals to stay on the first floor where they faced verbal and physical abuse by guards and even preachers.

Persons without tax-paying families are also unable to claim financial assistance, as applications of welfare for homeless citizens can only occur through the head of the household based on additional household costs. Latvian citizens returning from abroad are also subject to police inquiry and assessment to determine whether people have a genuine reason to be homeless.

A recent video campaign that the local transport authority in Riga released encourages this anti-homeless sentiment by urging passengers who encounter homeless individuals on their commute to call the police to arrest them. The advert repeatedly plays on the screens of buses, trams and trains throughout the city that advise citizens to identify homeless individuals through their “odor.”

Initiatives to Reduce Homelessness in Latvia

Fortunately, Latvia has taken steps to improve conditions for its homeless citizens. The Riga Central Library, for example, started an initiative in 2017 by collaborating with a local day center to serve as an easily accessible intermediary for homeless clients seeking social needs. The library also solicits food, toiletries and supplies for the homeless; offers brochures, posters and handouts that describe the services available within the library/community; and offers assistance in public service application forms, as well as time to discuss with lawyers, social workers and career consultants.

According to the 2019 ESPN Thematic Report on National Strategies to Fight Homelessness and Housing Exclusion, the government aims to develop a uniform housing policy that improves insufficient social housing, develops affordable quality housing support mechanisms, expands the range of services offered to homeless individuals and prevents homelessness through increased material support. Additionally, the plan strives to ensure that national and local governments designate fiscal funds to make this goal a reality. Statistics from 2019 showed a 3% decrease in Riga’s homeless population in comparison to the previous year, which could indicate that these projects had some positive impact.

The recent COVID-19 pandemic has also hastened the Latvian government to take more direct action. To prevent further evictions, the Riga municipality has guaranteed both minimum income benefits and housing benefits for its population. Citizens can also request food from the city’s six food dispensers. In addition to increasing funding for social services provided to homeless and vulnerable persons by €93,320, the Riga Municipality has demonstrated initiative in enforcing hygiene to stop the spread of COVID-19 in shelters by increasing funding to the Blue Cross Men’s Shelter of the Evangelical Christian Church by €4,211 to install five toilets and two disinfection tables.

These new policies could indicate a shift toward greater direct government funding and organization to help homeless persons. By aiming to reduce both shelter occupation numbers and rates of poverty in the next decade, the elimination of homelessness in Latvia is possible.

With more than 10 years of recovery from the eurozone crisis that was particularly devastating to Spain, the nation’s economy has been relatively successful and demonstrated steady growth. Despite this recovery, Spain’s poverty rate has risen since the crisis. Its unemployment rate is also more than double the EU average, with concerning levels of youth unemployment. Lockdowns due to COVID-19 have only worsened conditions, causing food insecurity for millions of Spaniards. Prior to the pandemic, Spain had maintained a consistent low hunger rate similar to those of other EU countries at just 2.5%. Amid the COVID-19 lockdowns, Spain’s government and outside organizations are trying to help those who have been impacted by hunger in Spain.

The Impact of Lockdowns

Prior to the pandemic, Spain had high poverty or near poverty rates as well as high unemployment rates. While hunger rates had been kept low, there is a fine line between poverty and going hungry.

Since Spain went into lockdown, 1.6 million people have been assisted by The Red Cross in order to feed themselves and their families. This is more than five times the amount helped in 2019. In Madrid, more than 100,00 people are looking to neighborhood charities and government services for aid. The demand for basic necessities has also risen by more than 30% since the pandemic hit.

Governmental Response

In May 2020, Spain’s government, led by Pedro Sanchez, introduced a minimum monthly payment to protect vulnerable families. The plan “will cost around €3 billion per year, will help four out of five people in severe poverty and benefit close to 850,000 households, half of which include children.” Since his election in 2018, the prime minister had spoken of plans to implement this subsidy, but the pandemic accelerated this process.

Accessing Government Aid

Local organizations report that accessing government services is difficult and can be a source of shame for newly affected families. These government systems can also become overwhelmed, thereby more difficult to access. People can also be blocked from registering if they do not have adequate documentation. This leaves charities and neighborhood organizations to provide additional food and supplies for those who cannot access government aid. Foodbank providers also report that an influx of informal economy workers and tourism employees have been turning to food banks since Spain implemented its strict lockdown.

Looking to the Future

The government responded to increased hunger in Spain with subsidies to help citizens put food on the table. However, Spain is also a popular destination for a record number of immigrants, many of whom do not have access to these subsidies due to the lack of documentation. The service industry, which suffered immensely under lockdowns, was also the primary employer of foreigners in Spain. This is where local groups can and are stepping in to make a positive change, trying to reach those who lack access to governmental resources.

Poverty in North Korea
Poverty in North Korea has been persistent for decades. North Korea is one of the most secluded countries in the world, both socially and economically. Since the Korean War in the 1950s, the nation has followed an ideology of self-reliance, called Juche in Korean. According to the official website of the North Korean government, Juche has three tenets: political independence, economic self-sufficiency and self-reliance in national defense. Adhering to these principles, North Korea withdrew from contact with other nations, gradually developing into the closed-off state it is today.

However, poor economic policies and the misallocation of resources have caused much of North Korea’s population to fall into poverty. One study estimates that the poverty rate of North Korea is around 60%, and another puts the percentage of undernourished North Koreans at 43%. The country suffers from chronic food shortages and has some of the worst income inequality in the world. Here are four influences on poverty in North Korea.

4 Influences on Poverty in North Korea

  1. Resource Misallocation: North Korea is notorious for its obsession with nuclear weapons and its military. The Korean War created high tensions between the country and its neighbors, leaving North Korea feeling threatened. As a result, North Korea funnels large amounts of resources into developing and maintaining weapons and the military, when it could better use those resources to fight famine and improve the economy.
  2. Environmental Collapse: To become self-reliant in food production, North Korea has employed intensive agricultural methods, using copious amounts of chemicals and cutting down forests to create farmland and increase crop yields. The loss of forests has led to erosion and flooding, costing the country much of its food supply. In addition, people chop down trees for firewood and eat wild animals to survive, leading to an imbalance in the ecosystem. With land growing less fertile, North Korea struggles to produce enough food for its people.
  3. Government Decisions: In 1995, the government cut supplies to the north of the country to provide more food for the North Korean capital, Pyongyang, to garner support for the regime there. This decision hurt the regime greatly. Farmers began hoarding food and selling it independently of the state. Citizen support for the regime fell, decreasing even further when the regime used force to maintain its power. The Juche ideology backfired, as the country had to rely on international aid during the famine.
  4. Decreased Foreign Aid: During the Cold War, North Korea received Soviet aid. However, the country refused to pay its debts to the USSR, which responded by withdrawing support for North Korea. The fall of the Soviet Union forced North Korea to rely more on China for imports. In the 1990s, however, China decreased its grain exports because its own population needed the crops. In response, North Korea condemned China as a traitor. Without foreign aid, poverty in North Korea has only worsened.

These four influences on poverty in North Korea show that it is the product of ill-advised governmental decisions. Fortunately, the global community has begun to take note of the country’s struggles, and other nations are offering help. China has been the most generous donor, sending over 200,000 tons of food in 2012 and $3 million in aid in 2016. South Korea has also been generous to its neighbor, pledging 50,000 tons of rice and $8 million in 2019. The U.N. asked donors for $120 million to give to North Korea, eliciting responses from countries like Denmark, Norway and Germany. Non-governmental organizations like the Red Cross and the World Food Programme (WFP) likewise commit to helping North Koreans in need. Hope remains for the people of North Korea.

10 Facts About the Sudan Genocide
The grave human rights abuses and mass slaughter in Darfur, West Sudan between 2003-2008 was the first genocide of the 21st century. The Sudanese government and the Janjaweed (government-funded and armed Arab militias) targeted civilians, burned villages and committed many more atrocities. Below are 10 facts about the Sudan genocide.

10 Facts About the Sudan Genocide

  1. The long term causes of the Sudan genocide stem from the two prolonged civil wars between the North, that promoted Arabisation and a Middle-Eastern culture, and the South, that preferred an African identity and culture. The First Sudanese Civil War began in 1955 and ended in 1972 with a peace treaty. Eventually, unsettled issues reignited into the Second Sudanese Civil War in 1983 and lasted until 2005, however. Both civil wars occurred due to the southern Sudanese rebels’ demands for regional autonomy and the northern Sudanese government’s refusal to grant it.
  2. The direct cause of the genocide during the Second Sudanese Civil War revolves around allegations that the government armed and funded the Janjaweed against non-Arabs. This supposedly led to the southern rebel groups, the Sudan Liberian Army and the Justice and Equality Movement, attacking a Sudanese Air Force base in Darfur in 2003. The government countered with widespread violent campaigns targeting non-Arabs and southern Sudanese civilians, which turned into genocidal campaigns.
  3. The United Nations estimated that the attacks killed at least 300,000 people and led to the displacement of 2.6 million people. Of that number, 200,000 fled and found refuge in Chad, which neighbors Sudan to the west. Most of the internally displaced people (IDP) settled in the Darfur region, which counts 66 camps. According to a UN report, the lack of law enforcement and judicial institutions in these areas generated human rights violations and abuses, including sexual violence and criminal acts of vulnerable IDPs.
  4. The government and militia conducted “ethnic cleansing” campaigns, committing massive atrocities. They targeted women and girls, deliberately using rape and sexual violence to terrorize the population, perpetuate its displacement and increase their exposure to HIV/AIDS. The government and militia conducted ‘scorched-earth campaigns’ where they burned hundreds of villages and destroyed infrastructures such as water sources and crops, resulting in the dramatic famine. These acts are all war crimes that still prevent IDPs from returning to their homes.
  5. In 2005, the International Criminal Court (ICC) opened investigations regarding the alleged genocide and crimes against humanity in Sudan, which produced several cases that are still under investigation due to the lack of cooperation from the Sudanese government. The ICC dealt with the genocide in Darfur, the first genocide it worked on and the first time the United Nations Security Council (UNSC) referred to the ICC.
  6. A military coup in April 2019 overthrew the former President of Sudan, Omar Al Bashir, allowing the country to secure justice and address the wrongs committed between 2003-2008. Indeed, the prosecutor of the ICC, Fatou Bensouda, urges the UN Security Council to extend the UNAMID’s peacekeeping mission to 12 months and the new government of Sudan to transfer Omar Al Bashir and two other war criminals to the ICC.
  7. Omar Al Bashir was the first sitting President that the ICC wanted (it issued the first arrest warrant in March 2009 and the second in July 2010) and the first example of the ICC incriminating a person for the crime of genocide. However, the ICC still cannot move forward with the trial until Omar Al Bashir receives arrest and becomes present at the ICC (in The Hague).
  8. The UNSC created and sent the peacekeeping force UNAMID (composed of the United Nations and the African Union) to Darfur in 2007, which operates to this day. The mission deployed almost 4,000 military personnel to protect civilians threatened by violence, especially in displacement areas and on the border with Chad. In addition, UNAMID facilitated humanitarian assistance by protecting and helping in the transportation of aid to isolated areas and providing security for humanitarian workers. The UN decided to extend the mandate of the UNAMID until October 31, 2019.
  9. Although the fighting stopped, there is still a crisis in Sudan; the UN estimates that 5.7 million people in Sudan require humanitarian support and can barely meet their basic food needs. There are many NGOs actively working to provide aid, such as Water for South Sudan, that works to ensure access to clean water to rural and remote areas, and the Red Cross, that provides medical care across the country due to its collapsed public health care system. Despite these efforts, there is still an unmet funding requirement of 46 percent in humanitarian aid as of 2018.
  10. In September 2019, a new government established with a power-sharing agreement between the military, civilian representatives and protest groups. According to Human Rights Watch, Sudan’s new government should ensure justice and accountability for past abuses. Moreover, the constitutional charter (signed in Aug. 2019) entails major legal and institutional reforms, focused on holding the perpetrators accountable for the crimes committed under al-Bashir’s rule, as well as eliminating government repression and ongoing gender discrimination.

These are just 10 facts about the Sudan Genocide which are essential to understanding the current events happening in Sudan. Despite the peak of violence in Sudan in 2019 which killed hundreds of protestors, the country finally has a new government and it seems willing to right the wrongs committed during the genocide. The new prime minister Abdullah Adam Hamdok expressed in front of the UN in September 2019: “The ‘great revolution’ of Sudan has succeeded and the Government and people and will now rebuild and restore the values of human coexistence and social cohesion in the country as they try and turn the page on three decades of abhorrent oppression, discrimination and warfare.”

Eight Facts About Education in Serbia
Education levels have been improving in the Balkan country of Serbia since the early 2000s and especially since Serbia’s partnership with Switzerland. It is evident that Serbia‘s work with other European countries and its attempt to bridge the gap between the rich and poor are doing wonders for Serbia’s education system. Here are eight facts about education in Serbia that highlight the progress of its education.

  1. Serbia is fighting an uphill battle due to the fact that 25 percent of its population lives at the poverty line, with the Roma people making up two percent of the Balkan national population. Laws for the 2018 education system should help temper this issue, which includes the implementation of procedures regarding the handling of discriminatory behavior and insulting reputation that affects honor and dignity. These should help put an end against any form of discrimination. The second most important law for this trend is the Bylaw on additional education, health and social support for children, pupils and adults. This Bylaw made it so that the education system would include less fortunate children in lower standings of society with the right to use of resources and individual assistance.
  2. Serbia has made great progress in increasing the successful outcomes of its education system since the mid-2010s. The fact that the Harmonized Learning Outcomes (averaged over all subjects and grades) have shown a 63 point increase from a meager 458 in 2003 to 2015 reinforces this. This is due to an attempt to bridge the social gap between the poor and wealthy which has also lead to an increased interest in education after high school. This is due mostly to the laws mentioned in point one, which led to increased spending on education.
  3. Other European countries, like Switzerland, have been integral to helping Serbia reform its education since 2012. The Swiss displayed to Serbia how to provide more inclusive education for those less fortunate. Switzerland also provided agents to show the leaders of the Serbian education system how to properly analyze schooling data to better reform the system.
  4. The Red Cross has provided humanitarian aid that has targeted families in need of food, hygiene and social inclusion to allow children the basic opportunity of enjoying and learning in the schools they are in. In contrast, UNICEF has focused on school programs to allocate funds to allow students to be more involved in extracurricular activities.
  5. The Joint Programme on Roma and Marginalized Groups Inclusion is also taking steps to make sure the Roma children are able to catch up within Serbia’s school system. One of these steps is to make education more affordable for those who require a secondary education so that the system includes more of the population. This is important since the jobless rate for the Roma is over 60 percent, which is exacerbated by the fact that over half the Roma people do not get an education.
  6. Serbia can collect much of its education system’s data partly because it has become the 31st member of the European Agency for Special Needs and Inclusive Education. This organization of 31 member states works and collaborates to improve Europe’s education system to make it more inclusive for everyone. Through the use of technical support, this agency supports Serbia by better organizing data so that the Balkan Nation’s Education Organizer can use it. This, in turn, has allowed for better use of evidence-based information to solve critical issues in Serbia.
  7. Serbia has also addressed its plans to fix the large success gap between the wealthy and poor, with the latter only having an upper secondary education success rate of 45 percent. Although this number may seem low, it is an improvement of 22 percent since 2011. The reason for this is affordability as higher forms of education can be too expensive for most families in Serbia. The Inclusivity Act mentioned above should help change this, which works to bring the wealthy or discriminated these higher levels of education.
  8. In 2018, Serbia implemented a program that included a financial education program to help pave the way for greater minds to lead the country’s economy. This is a law that seeks to help students have a better grasp of the business world, how to better find jobs and create them, as well as how to better create teachers who can impart this knowledge on the student body. It should start sometime in the later part of 2019.

These eight facts about education in Serbia show that while Serbia has issues, the country has greatly improved its education system, and will continue to do so at the apparent rate it has set themselves. So long as Serbia is open to accepting outside help and to work to bridge the gap between the wealthy and the poor, the number of people that will benefit from its system will only grow. These eight facts about education in Serbia will hopefully serve as something Serbia can expand upon in the future.

Puerto Rico
On September 20, 2017, tragedy struck the island territory of Puerto Rico with the landfall of Hurricane Maria. The people living there were faced with many consequences from the category 4 storm, including the temporary closure of schools and a cost of damage reaching $94 billion.

In the midst of an economic recession, this disaster left many poverty-stricken families without the means to survive. As the storm passes its one-year anniversary, Hurricane Maria recovery efforts in Puerto Rico are still in full force, and progress is being made each day.

The Initial Response

With sustained winds at 155 miles per hour along with catastrophic flooding, several trees, cell towers and homes were uprooted during the hurricane, causing a loss of electricity and lack of clean water or food. The initial response by The Federal Emergency Management Agency (FEMA) was criticized. They faced a particularly difficult set of problems with hurricanes Harvey, Irma and Maria, as well as wildfires in California. The organizational fatigue resulted in specific flaws in the preparation for hurricane season in Puerto Rico and the failure of having adequate supplies in the area.

FEMA emptied 80 percent of its Puerto Rico-based Caribbean Distribution Center in response to Hurricane Irma, landing just weeks before Maria. However, despite the lack of resources available, FEMA, along with local first responders, the government of Puerto Rico, The Department of Defense, The U.S. Coast Guard and many others began recovery efforts in Puerto Rico, providing food, water, first aid and other life-saving supplies. Furthermore, FEMA activated its “surge capacity force” with more than 640 federal employees temporarily leaving their jobs to support the efforts.

Recovery Through the Months

A month after Hurricane Maria hit, 80 percent of the island was without power and 30 percent was without drinking water. However, FEMA’s response efforts continued, becoming the largest and longest commodity delivery mission in the agency’s history. The agency provided 17 million gallons of potable water and 72 million liters of bottled water the months following.

More than 60 nongovernmental organizations and government partners were on the ground assisting less than a month after the tragedy. The Red Cross developed a recovery plan to assist with the most urgent requests, focusing on four key aspects- access to power, access to clean water, livelihood restoration and community health. With many families losing their homes and livelihoods because of income-generating crops being destroyed by the storm, The Red Cross aimed to help citizens restore their jobs and become more self-sufficient through microgrants to small businesses and training in agriculture and home reconstruction.

Hurricane Maria Recovery Efforts in Puerto Rico Today

On August 28, 2018, the catastrophic death toll was 2,975. This count makes Hurricane Maria one of the deadliest hurricanes in U.S. history and increases the pain each citizen continues to feel as a result. Though the community endures the heartbreak of Hurricane Maria every day, the progress since the tragedy has shown tremendous hope.

The island’s power authority says more than 95 percent of the population has restored electricity. All 68 hospitals are open, and efforts are being made to provide temporary facilities for the remaining damaged health clinics. More than 1,843 generators have been installed, and about 4,200 power line workers are working to repair transmission and distribution lines for the areas that have had an inconsistent power supply.

As the territory recuperates and works towards attracting tourism again, the citizens have expressed much resilience and hope. Though this may sound like a tragedy come and gone, the Hurricane Maria recovery efforts in Puerto Rico will reflect through each citizen every day.

How long has advocacy been around, where did it start and where does the word advocate come from?

There isn’t a lot known about the history of advocacy programs or where advocacy began.

Advocacy has not always been considered “advocacy.”A long time ago, back when homo sapiens had barely begun to dominate planet earth, advocacy was considered common courtesy. People lived in large groups and helped each other out when they could.

However, as societies advanced and technology came into the picture, helping others seemed like it required a little too much effort. There is no set “first” advocacy program, but many advocacy programs claim to be the first of their kind.

However, perhaps one of the oldest advocacy programs still alive today is The Salvation Army. The Salvation Army began in 1852 just before The Red Cross, who is a close second and began its work in 1881.

Even before these two giant programs, there were orphanages and safe houses and programs to feed the hungry. Helping one another can be traced back to the very first animals.

Perhaps these earlier instances of advocacy are a little less “public support” and a little more “helping your fellow man,” but humans often learn from their surroundings.

According to the Oxford English dictionary the word advocate was first recorded in the English language in the 1300s as a noun. The word stemmed from the French word avocat and before that the Latin word advocatus.

Advocatus means to be called to or summoned, or more specifically to come to someone’s aid in the courtroom. This could mean the very first public advocacy program in the world involved the beginning of law and lawyers.

However, before lawyers there were churches that fed the hungry and protected the weak. There were armies who helped protect the city people from outside harm. There were people who gave the homeless shelter and the needy possessions and all of them called on others to do the same.

These actions were not considered advocacy the way we know it today. When they first started, these instances were just the act of standing up for someone who could not stand up for nor protect themselves. To speak for someone whose voice was being ignored or could not be heard.

In the beginning, advocacy was not something that had to be bought, bartered or begged for. It was something people did because it was what was right, not because they needed volunteer experience.

Over the years advocacy has morphed into something much different. Today, it is more organized to provide more aid to more people throughout the world that do not have anyone with enough power to provide and aid them nearby. Advocacy has become a global responsibility rather than a local one and needs more funding, more political support and more power to become something even greater.

Now, advocacy makes it everyone’s responsibility to rise to the needs of serious global issues and to help in any way they can.
