Seeking Safety: The Implications of the Nationality and Borders Act

Nationality and Borders ActThe Nationality and Borders Act became law in the United Kingdom in April 2022. Despite many human rights activists, refugee charities and lawyers fearing the adverse impacts of the changes to the immigration system, the government claims its aim is not to prevent safe arrival and residence in the U.K. but to encourage a fairer system and prevent human trafficking and illegal entry.

The Requirements for Asylum Seekers

The act’s main changes to previous laws surrounding immigration include the imposition of a two-tier labeling system, categorizing asylum seekers as either Group 1 or Group 2 refugees.

  1. Group 1 Refugee. Someone who meets numerous conditions, and therefore, receives full “refugee permission to stay” in the U.K.
  2. Group 2 Refugee. Someone who fails to meet conditions, and therefore, receives “temporary refugee permission to stay.”

Furthermore, asylum seekers are now subject to a dual standard of proof to demonstrate that they are fleeing their home country due to “a well-founded fear of being persecuted.” Previously, the standard of proof was a “reasonable likelihood” of persecution. Now, the dual standard of proof assesses the situation based on both “a reasonable likelihood” and “balance of probabilities.” These standards leave some disparities within protection and support.

The Controversies

The Nationality and Borders Act functions on a system of differential treatment for asylum seekers traveling to the U.K. via a route that is not classified as ‘safe and legal.’ Those who pass by other ‘safe’ countries and do not claim asylum there are penalized for doing so and are placed in Group 2, which often denies them long-term residence and results in unfavorable treatment in comparison to Group 1 refugees. It is also possible that the U.K. will simply declare them ‘inadmissible.’ According to the International Rescue Committee, there are few “safe and legal routes to the U.K.”

Furthermore, by deeming the passing of a ‘safe country’ as a failure to seek asylum, the act does not account for numerous complications that may prevent an asylum seeker from stopping there. The new rules do not account for individual circumstances. For instance, an individual under the control of a smuggler, an individual enduring circumstances of violence, unsuitability of a certain country due to the refugee’s specific characteristics and a need to reside in the U.K. for purposes of family, cultural or linguistic links.

The Impact on Vulnerable Women

These new restrictions also pose specific risks to women. Research by Women for Refugee Women finds that around four out of five female asylum seekers have fled from dangers of a sexual and gender discriminatory nature. As a result of the sensitive and complex nature of trauma, victims struggle to promptly disclose the details of the violence, with research finding memory loss or inability to verbalize trauma as a common side effect of the trauma itself.

Once arriving in the U.K., any delay in applying for asylum and submitting evidence will lead to a penalty. Delayed submission of evidence impacts applicants’ credibility and could, therefore, hold “minimal weight by the decision-maker” assessing the asylum application. This deters applications from many traumatized women who have experienced violence and abuse.

The Route to Rwanda

Arguably one of the biggest controversies associated with the Nationality and Borders Act is the U.K.’s decision in April 2022 to relocate some U.K. asylum seekers to Rwanda as part of a £120 million agreement. The public views this as a ‘penalty’ as the U.K. will not permit some asylum seekers to return to the U.K. It is possible that this aspect is a breach of Article 31 of the 1951 Convention relating to the Status of Refugees, which states that even immigrants entering illegally will not be subject to penalties while fleeing persecution.

Despite global recognition of Rwanda’s growth and development, fact-checking by Deutsche Welle reveals issues. Over the years, reports indicate limitations on freedom of speech in the country, with violent consequences arising for journalists, politicians and others who have spoken ill of the government. Although homosexuality is not illegal, Rwanda is known for its intolerance of sexual minority groups, with the U.K. government’s own foreign travel advice page warning of abuse and discrimination.

Overcoming the Barriers to Safety

An Equality Impact Assessment for the Nationality and Borders Act has prompted the government’s promise to mitigate any negative effects of the act experienced by vulnerable refugees such as women, children and those with disabilities. The government has also vowed to improve legal aid accessibility.

Working with the United Nations High Commissioner for Refugees, the U.K. government has committed to ensuring equality and fairness within resettlement programs for refugees. The U.K government also permits the Home Secretary to exercise discretion and allow asylum for refugees facing special circumstances.

The International Rescue Committee is an organization committed to providing humanitarian assistance to refugees seeking safety and highlights the need for the creation of safe routes for asylum seekers. If the U.K. delivers and increases the availability of resettlement schemes, such as the Afghan Citizens Resettlement Scheme, and prioritizes its application and support systems, it has the chance to prove that the Nationality and Borders Act will serve as an anchor to those seeking safety and not a barrier.

UN Education Fund Sees Success in 2021 Report

2021 Report
Around the world, 222 million children and adolescents are currently experiencing conflict and crises. Of those children, 78.2 million are unable to attend school and 119.6 million face barriers to an adequate education. The findings come from the United Nations’ education fund in crisis-impacted countries, Education Cannot Wait, in its 2021 report.

Education Cannot Wait is the U.N.’s first global fund for “education in emergencies and protracted crises.” The fund underwent establishment in 2016 at the World Humanitarian Summit and aims to ensure that every child can attain an education, regardless of their circumstances.

Despite global challenges, ECW found many successes in 2021, from increased funding to the number of children it was able to serve with its programs. Titled “We Have Promises to Keep,” the 2021 report highlights the fund’s record highs in education grants and mobilization as well as improved gender parity in its educational programs.

Findings

  • Forcible displacement due to conflict or disaster presents the main barrier to education. Children and adolescents have disproportionate representation among internally displaced, refugee and returnee populations. A little under half of the 89.3 million internally displaced people in 2021 were under the age of 18, which had a significant impact on their access to education. Child refugees may not be able to enroll in school within temporary accommodations or host communities, or they face financial pressure to work and support their families. The increasing trend in displacement has only continued. As of May 2022, there were more than 100 million displaced people, a record-breaking number according to the U.N. High Commissioner for Refugees.
  • Changing weather patterns remains one of the primary causes of displacement and its impact on education. Natural disasters drove the most displacement in 2021 and around 40 million children have disruptions in education because of extreme weather. Climate-driven poverty and malnutrition are also becoming a large concern for children, especially in South American and African countries.
  • Attacks and military presence in schools have increased, especially in crisis-impacted countries. There were 2,100 attacks on education in 2021, which was a 33% increase from 2019. Moreover, girls were subject to gender-based attacks in at least 11 countries. 
  • The COVID-19 pandemic has exacerbated the issues mentioned above. Low and middle-income countries have been slow to reopen schools, and 42 countries still had partial closures and six countries had fully closed schools as of July 2022. The countries also face challenges in implementing remote learning due to the lack of widespread technology access. This disproportionately affects girls, as the report points out the “digital gender divide.” 

Successes

  • According to the 2021 report, ECW raised $388.6 million in funding in 2021 and mobilized a total of $1.07 billion since its establishment, which surpassed its initial targets. 
  • The fund supported 11.8 million children and adolescents through its COVID-19 interventions in 2021 alone, bringing the total number of children supported during the pandemic to 31.2 million, of which more than half were girls. A large share were children from internally displaced and refugee populations. 
  • It also provided textbooks and learning materials to more than 2 million children in 2021. 
  • ECW implemented programs in 32 countries with 174 grants, the majority of which were countries in severe crisis. 
  • The share of children reached for early childhood education increased from 5% in 2019 to 9% in 2021, and secondary education from 3% to 11% for the same period. 
  • About 92% of ECW programs reportedly achieved improved gender parity. 

Looking Ahead

Education Cannot Wait’s “We Have Promises to Keep” report shows that even in the face of increased global challenges, significant progress can occur. Despite setbacks in the education sector, the fund broke records and targets set in 2016. However, keeping increasing trends in conflict and crises and their impact on education in mind, more work if necessary.

Ecuador Uses AI to Help Students to Improve

AI to help studentsIn Ecuador, a country where poverty is a prominent social issue, education stands as an essential pathway out of impoverishment. In a modern world where technology is thriving, combining technology and education is beneficial to the population. Starting January 2021, Ecuador has been using AI to help students understand math to a greater extent.

Higher Education in Ecuador

According to CEIC Data, in 2015, the percentage of adults aged 25 and older with a bachelor’s degree or an equivalent qualification stood at just 12%. Due to the impacts of the COVID-19 pandemic, many higher education students in Ecuador faced learning losses or gaps.

With the help of funding from the World Bank, the Ministry of Higher Education, Science, Technology and Innovation (SENESCYT) in Ecuador started offering “artificial intelligence (AI) assisted academic support in math” to new students starting their higher education. According to the World Bank, “using AI [has] enabled access to large-scale, low-cost academic remediation programs.”

The program has improved math results for students, which will, in turn, increase skills and job opportunities. This is changing the face of Ecuadorian remedial education. The use of AI to help students will help solve any recurring problem of lowered access to face-to-face classes due to weather, lack of transportation or sickness.

Implementation

The conventional method for a school to provide extra courses to pupils with learning gaps was to hire a private tutor after school hours. Most parents had the same issues with their children — the children faced difficulty understanding course work. However, not everyone could afford the privilege of hiring a tutor. But, for those who could, parents found it difficult to ensure that each student would be helped in a customized way that caters to their individual pace of learning.

Now, with the help of technology, students are able to access academic support to improve their performance in math. The new AI-powered learning platform is able to tailor tutoring to students’ strengths and weaknesses and prior learning.

According to a February 2022 article by the World Bank, the portal has provided assistance to “more than 14,000 students in the technical and technological higher education system” since January 2021. With the support and involvement of more than 300 educators, more than 400 technical and technological higher education courses implemented the AI tutoring program.

The Importance

According to the World Bank, as of 2020, 33% of Ecuadorians are living under the national poverty line. Access to education can help to combat poverty. According to UNESCO, “if all students in low-income countries had just basic reading skills (nothing else), an estimated 171 million people could escape extreme poverty. If all adults completed secondary education, we could cut the global poverty rate by more than half.”

In this case, providing students with AI-powered academic support to improve their critical skills will help to lay a foundation that paves the path to greater job opportunities. There is a correlation between education and poverty as education provides the skills and knowledge essential for accessing well-paying, skilled employment opportunities to break cycles of poverty. Because of this, access to good quality education is an antidote to poverty. Ecuador’s use of AI to address gaps in learning stands as a step toward the nation’s future economic prosperity.

Book Banning and Censorship Across the Globe

Book banning and censorshipBook banning has become a dominant form of censorship around the world, as governments try to control the internet and technology available for their citizens. Associations similar to Amnesty International are fighting against book banning and censorship to protect democracy, access to education and information and progressive and forward-thinking in the 21st century. Countries across the globe such as China, Bangladesh and Egypt commonly practice book banning to restrict education and allow censorship. Book banning has many implications in terms of access to education and further restricting vulnerable populations from thriving. Fortunately, international organizations are actively working against book banning and censorship to ensure that vulnerable populations have access to a well-rounded education.

Countries that Practice Book Banning

Ironically, book banning has been a topic discussed in iconic books themselves such as Fahrenheit 451, which tells the story of a sheltered dystopia where books are burned to prevent conflicting opinions and an inharmonious society. While the idea is farfetched, countries across the world still employ book banning to stifle controversial opinions and prevent taboo topics from becoming a point of discussion in their societies. Book banning and censorship have been common practices in countries like China and Hong Kong in order to protect the Chinese Communist Party from criticism. Politically sensitive reading materials as well as those dealing with religion, sexual content, and other taboo topics are consistently avoided by booksellers.

European countries such as Russia and Hungary also have a history of censorship, especially with those relating to LGBTQ+ themed materials. Hungary had legislation passed in June 2021 which excludes LGBT content from school curriculums and sexual education programs and has also censored such material on a wider, more national scale as well. Far-right politicians have banned many books that display homosexuality and Russia has also claimed obscenity for similar literary materials.

Book Banning and Poverty

Though book banning is harmful for educational and political reasons, there are also financial implications which impact vulnerable populations as well. For example, in China, the Communist Party has increased restrictions on books pertaining to independence movements, pro-democracy thematic elements and other subjects. Since the country is at the forefront of the cheap publishing market, if books are banned by the CCP, they may not be published at all. The restrictions and financial burden fall primarily on small publishers and progressive academics who may not have the means to abandon the Chinese printing market and pursue publishing elsewhere, as it is estimated that high-quality printing in China is almost 40% cheaper than other countries.

In the past decade, more and more books discussing poverty and social class have been banned or restricted in the United States, as well as in European countries including the United Kingdom. By stifling authors’ voices and those trying to depict the harsh realities of some underprivileged populations, book banning and censorship limit awareness and the public’s opportunities to provide relief through advocacy and action.

Organizations Against Book Banning

Amnesty International is one organization that encourages people to take action against international book banning and protect the freedom of expression. Through their annual Banned Books Week, which takes place on September 18-24, the organization partners with the American Library Association and others to bring awareness to book censorship attempts in libraries and schools and its harmful impact by uniting book communities consisting of librarians, booksellers, publishers and everyday readers. Through their research with the Office for Intellectual Freedom, it was found that in 2021, there were 729 challenges in libraries, schools and universities that restricted access to at least 1,597 books. The efforts and data being shared with the public increase awareness about the topics that are being filtered and allow people to take action and prevent further book banning and censorship with community efforts.

World Bicycle Relief: Switching Gears on Rural Development

In 2018, sub-Saharan Africa accounted for two-thirds of the global population living in extreme poverty. Although the poverty rate across the region decreased by 1.6% from 2015 to 2018, the benefits of improved infrastructure, education and health care have not reached those living in rural areas without safe and easy transport systems to access essential services and opportunities. World Bicycle Relief works to lessen this disadvantage by providing bicycles to members of rural communities in sub-Saharan Africa. Founded in 2005 by F.K. Day and Leah Missbach Day, the organization empowers millions to pull themselves out of poverty.

Gender Equality

World Bicycle Relief places priority on women and girls, with the organization striving for females to account for 70% of bicycle beneficiaries. Girls in sub-Saharan Africa often find that traditional gender expectations for them to take long walks for water and firewood daily, journeys that are sometimes unsafe and increase the risk of assault and harassment, stunt their personal agency. Riding bicycles not only cuts down on time taken for domestic chores but also allows girls to travel to school safely and quickly.

Over the last 10 years, World Bicycle Relief has worked in partnership with the Ministry of Education in Zambia to provide almost 37,000 rural girls with bicycles. A controlled trial found that the bicycles reduced the likelihood of girls dropping out of school by 19%, decreased school absenteeism rates by 28% and reduced school commute times by 33%. Furthermore, experiences of sexual harassment while journeying to school decreased by 22%.

In Kenya, health care workers using World Bicycle Relief-provided bicycles served “88% more patients,” highlighting the importance of effective transport in health and well-being in rural communities.

In a USAID-funded project from 2006-2009, World Bicycle Relief partnered with RAPIDS (Reaching HIV/AIDS Affected People with Integrated Development and Support) to tackle the AIDS crisis in Zambia. The organization gave more than 18,000 bicycles to RAPIDS caregivers, allowing RAPIDS to reach more people and deliver higher quality care due to more frequent visits. Since World Bicycle Relief’s participation in RAPIDS, caregiver retention has risen to 66%, a marked increase from earlier stages.

Rural Economic Development

To ensure that users utilize the bicycles to their best potential, World Bicycle Relief gives each community the responsibility to design and adapt its own bicycle program. The organization’s “field team also helps local leaders establish a Bicycle Supervisory Committee,” which selects each individual bicycle recipient based on factors such as commute time and potential for improved service with a bicycle. Each bicycle recipient “enters into a time-bound term agreement” with the Committee and officially owns the bike upon attainment of specific requirements, such as completing their education, helping to further community development or supplying health or financial services.

In October 2021, USAID announced an allocation of funding of $3.5 million to the Bicycles for Growth Initiative, helping J.E Austin Associates and World Bicycle Relief expand mobility in rural sub-Saharan Africa by facilitating transport through bicycles.

The initiative will support research on “access to bicycles in Ghana, Malawi, Rwanda, Uganda and Zambia,” giving more people the chance to access education, health care services and opportunities for income generation.

How the Gentrification of Thrifting Affects Low-Income Communities

Gentrification of ThriftingThe gentrification of thrifting is impacting the availability of second-hand clothing for people in need. Although thrifting existed from the late 19th to early 20th centuries, it had not gained widespread popularity until the 1970s onward. Furthermore, the scale at which this now $119 billion industry operates signifies its importance to the fashion industry and mass media. While thrifting has captured the interest of many young consumers, the consequences of this overconsumption prove to be more harmful than initially intended.

The History of Thrifting

Thrifting has existed for centuries across various cultures, but it was not until the late 1800s that thrift stores began to appear all across the U.S. As immigrants integrated themselves into the evolving American culture, they struggled to be accepted by mainstream society, often seen as those who took opportunities away from U.S.-born citizens. Many low-income individuals sought to create secondhand shops in collaboration with the Salvation Army, however, secondhand clothing held a stigma that deterred the general public.

At the turn of the 20th century, these locations began to change their marketing tactics to resemble popular department stores emerging at the time. From then on, they appealed to a broader range of people and the stigma began to disappear. It was not until the last half-century that modern thrift stores aligned with popular fashion, moreover when maximalism became all the rage.

Throughout the mid-to-late 2010s, fashion companies worldwide, including Levi Strauss and H&M, formed an arrangement to push sustainable fashion to the forefront of their businesses. Their proposed sustainable options could not come to fruition without addressing the issue of unethical production methods. Once fast fashion increased in scale, garment producers overlooked the human rights side of the equation. Tragedies like the Rana Plaza garment factory collapse in Dhaka, Bangladesh, sparked the question of ethical textile creation. Thus, thrifting presented an easy switch for consumers. Furthermore, with the increase in internet use and micro-trends perpetuated by the COVID-19 pandemic, thrifting gained traction like never before.

Recent Popularization of Secondhand Shopping

With the upward trend of maximalist fashion —a style that incorporates layers, patterns and other eccentric accessories— consumers acknowledged thrifting as an affordable shopping alternative. This craze began among teenagers and the advent of social media platforms such as TikTok and Instagram has merely increased its appeal. Environmental friendliness and avoiding exploitative labor justify the transition from fast fashion websites to secondhand stores. Influencer culture has also weaved itself into the mix, triggering this overconsumption and gentrification of thrifting.

Thrift stores, designed to benefit low-income communities, have been under fire for increasing the prices of secondhand clothing in recent years. Although a majority attribute the online reseller to be the pivotal cause of this shift, more often than not, thrift stores are raising their prices to maximize sales from wealthy shoppers.

The issue pertains to demand rather than the supply of donated goods. The desire for thrifted items has increased, so much so that it is becoming difficult for low-income people to access this support network. Moreover, thrifting has positively benefited the environment and human rights issues. However, psychological determinants, especially among impressionable youth, also play a role.

Changes in the Thrifting Market

A study in Vietnam displayed the growing second-hand market as well as the impacts of social class and cultural perceptions. While many western countries have developed an affluent thrifting environment, others have blurred the lines regarding the practice due to external influences. Some feel good about their decision to thrift due to its low cost and benefits to the environment while others stay away because of lingering social stigma. Each country is attempting to develop its own stance on second-hand goods, but a general consensus has yet to be reached.

Clearing up Misconceptions and Finding a Solution

Misconceptions about thrifting have emerged over the years. Supply is a common segway for thrifting advocates to guilt affluent consumers out of purchasing secondhand. The sheer number of donated clothing has skyrocketed since the pandemic began, but only around 20% become in-store inventory for selling in secondhand shops. The rest are either sent to warehouses to ship to overseas markets in sub-Saharan Africa or end up in landfills. It is an act of overconsumption as an ideology that has erected a majority of the damage; even more so than resellers of thrifted clothing.

Rather than citing specific groups that have contributed to the steepening prices, the best solution to combat the gentrification of thrifting is to spread awareness and encourage ethical buying behaviors, such as avoiding “high-need items in low stock” or simply buying an item that one can use for an extended period of time. Another alternative may be purchasing from vintage clothing or consignment sites that are not geared toward the low-income demographic. This way, one streamlines where their clothing originates from and can avoid situations where the seller mass purchases items from mainstream thrifting locations.

By addressing the gentrification of thrifting through conscious thrifting behaviors, secondhand shops can still serve the people most in need.

5 Facts about Higher Education in Italy

Among many other claims to fame, Italy is home to the oldest continually operating university in the world, with the University of Bologna’s founding dating back to 1088. According to U.S. News & World Report’s 2022 university rankings, Italian institutions make up five out of the top 200 ranked universities in the world. Although Italy has a virtually unparalleled history as a hotbed of renaissance thinkers and intellectuals in many fields, rising dropout rates and budget cuts have caused a major setback in Italian higher education.

The Bologna Process: Reforms for a Standardized and Compatible European Education

Originally agreed upon in 1999 by European nations at the University of Bologna, the EU’s Bologna Process aims to create consistency among degree-granting institutions in Europe. While creating a more standardized and cross-compatible education system, students living in the EU have easier access to study at universities outside of their home nation. The agreement’s mutual recognition of degrees granted at Bologna Process member institutions also allows for fewer barriers to employment abroad.

The Laurea

Italy’s “Laurea Triennale” degree is comparable to a Bachelor of Science in the English-speaking world. However, the major distinction between these two degrees is that a traditional Bachelor of Science degree takes four years to complete, whereas the Italian Laurea takes only three years.

Classes Taught in English

Many of the top-ranked universities in Italy, such as the University of Bologna and Bocconi University, offer programs in which courses are taught in English rather than Italian. The English-speaking programs allow Italian universities to gain a more internationally diverse student body, as well as a more competitive pool of applicants to Italy’s top universities.

The North-South Discrepancies

Although literacy rates in northern Italian regions near the Austrian border are comparable to those of top-performing nations such as South Korea, over two-thirds of adults living in the southern Italian province of Calabria have low levels of literacy. The regional gap issues contribute to the relatively low higher education rates in Italy since only 20% of Italians have a college degree. Italy’s college graduation rates are 10 percent less than the average of all industrialized nations.

Truancy and Relatively High Dropout Rates Coinciding with Funding Cuts

From 2009 to 2014, the Italian Education Ministry cut funding by 20%. During that same time span, the average dropout rate of Italian universities rose to 40% and there were zero Italian universities in the top 200 global rankings in 2014. However, even though Italian universities have risen in rankings since 2014, with the nation’s top five universities ranked within the global top 200, dropout rates have risen to 45% and truancy rates reached three times the OECD average. On top of these graduation rate issues, only 30% of students receive their Laurea in the traditional three-year time span.

Looking Ahead

Many Italian universities have proven to be pillars of consistent academic success, operating continuously for centuries. However, recent shortcomings in Italian higher education are a large cause for concern. Fiscal years of reduced funding have coincided with a decrease in education levels and university rankings within Italy. The enormous divide between the quality of education in the North and South of Italy also exacerbates the problems.

Parents’ Role in Improving Global Education

Global Education
More than 420 million people would be able to escape poverty if everyone around the world attended primary and secondary education, cutting global poverty numbers in half, UNESCO estimated in a 2017 analysis. If all children in low-income countries learned to read, 171 million people would rise out of extreme poverty. While achieving high-quality universal education might seem like a lofty goal, simply giving parents more information about their children’s education has proven to be a straightforward yet effective method of improving global education outcomes.

Report Cards Improve Test Performance

One 2017 study that the American Economic Review published examined the effect of school report cards on educational outcomes in Pakistan. Pakistan is a lower-middle-income country where only 58% of people aged 15 and older can read and write. By the end of third grade, not even a third of students can write a correct sentence. For the study, the researchers, who consisted of two American professors and one World Bank researcher, randomly chose the students of 56 Pakistani towns to receive report cards while students in 56 other towns did not receive report cards. This study delivered two-page report cards to the families of children in selected towns. The report cards contained the child’s test scores, information about their child’s performance relative to other students and information about the performance of the child’s school.

To test the effect of the report cards, the researchers compared standardized test scores at the time of the report card to scores on the same tests a year later. The researchers found that, in towns where parents had received report cards, students’ scores increased 42% more than students’ scores in towns where parents had not received report cards. In addition to improving performance on standard tests, the report cards also led to a 4.5% increase in elementary school enrolment and a 17% decrease in private school costs. The researchers suspect that these improvements are due to increased parent engagement with education due to receiving the report cards. Despite the notable impact of this intervention, the total cost of creating and distributing report cards was only $1 per student.

Attendance Reports Prevent Dropouts

In 2018, the World Bank published a study on the efficacy of different techniques for improving school attendance. The World Bank conducted its research in Mozambique, a low-income African Country where the literacy rate is only 60.7%. Fewer than one in five children in Mozambique attend secondary education and just 33.2% complete primary education. One of the techniques the researchers tested for improving school attendance rates was creating attendance reports for parents.

The researchers included 2,793 participants from 173 schools in their study. All the participants were girls in fifth and sixth grade at the start of the study. Study participants placed in the group with attendance reports would get a sheet indicating which days they had attended school to give their parents at the end of each week. To measure the effect of these attendance reports, observers would randomly check in on schools to see if the students participating in the study were present that day.

After three years of data collection, the researchers concluded that the weekly attendance reports did increase school attendance. For students who received attendance reports, attendance increased by 6.9% compared to students who did not receive an attendance report. The researchers also found that these attendance reports were just as effective at increasing attendance as a monetary incentive offered to parents.

Applying the Science

More than 600 million children around the world are unable to gain basic reading and math skills, UNICEF reported. While many of these children lack access to education, approximately two-thirds of them are in school and still are unable to gain a baseline education. Education access encompasses not only access to education but access to effective education. Research indicates that taking simple steps to improve parent information about schools by giving parents report cards about their child’s and school’s performance or giving them attendance reports contributes toward improving global education outcomes. Providing 600 million children with quality education will doubtlessly be a challenging task but, as this research indicates, simply providing parents more information about their child’s education could be a meaningful yet simple and low-cost part of the solution.

How AI Education in China is Reducing Inequalities

Artificial Intelligence (AI) is reshaping the world and how it works. Machine learning offers new and more efficient solutions to the distribution and organization of services and resources. Specifically, AI is becoming a substitute for human decision-making in all fields from the justice system to sports.

China has started to apply AI to the education system, which has many potential benefits. China currently suffers from a large urban-rural divide that the strict household registration of Hukou has exaggerated. Hukou is a household registration system that has placed limitations on domestic migration in China. This makes it more difficult for those living in rural areas to migrate to the cities and obtain secure jobs.

As a result, China’s education level is surprisingly low for a country that is growing at such a vast rate. About 70% of the labor force in China does not have a high school education, falling far below the levels of countries with comparable incomes. AI provides opportunities for the entire Chinese population to receive an education. On top of this, AI education in China should allow for more specialized and accurate teaching schemes.

AI Education in China

An example of AI education in China is Squirrel AI. Squirrel AI specializes in “intelligent adaptive education.” The company is putting money into AI scientists so that they can invest more research into the field. Squirrel AI uses an algorithm so that students received 70% of teaching suggestions from AI and the other 30% from human teachers. This allows for an education tailored to the needs of each child whilst maintaining some human control to manage the machine learning process.

China has huge potential to implement schemes such as this due to its high development level in AI. The percentage of research papers from China working on AI development has risen from 4.2% in 1997 to 27.7% in 2017. China is now the leader in publications as well. On top of this, China is also the leader in patent applications concerning AI.

China’s other important advantage in AI research is that it is a one-nation state. This means that AI developers that the government backs have access to mass amounts of data compared to other nations. On top of this, it means that the implementation and regulation changes occur much more rapidly in China. This has helped enhance the production and development process of AI in China.

For example, China has utilized school-industry partnerships and school curriculums to bolster the understanding and implementation of AI in society.

Consequently, the growth of AI access, and efficacy in the education sector, has been sizable in China. For example, 248 schools from areas of low income received access to online lessons from a top-level high school. On top of this, AI education in China is also acting to shift the focus of the education system in China from the ‘assembly line’ approach of mass education to higher quality education for the masses. Instead of mass testing, AI programs will develop to meet the needs of each child’s abilities. On top of this, AI provides many benefits in its application as it is cheaper, and people can utilize it at any time and in any place.

Squirrel AI itself reflects this success, opening more than 1,800 learning centers in more than 300 cities. This shows the potential for the implementation of AI education in China.

Reduction in Urban-Rural Divide

This presents new hopes in reducing the 70% not graduating from high school in China. This could help to present new opportunities to the rural areas of China, and therefore, reduce inequality levels across the country. China needs to ensure that AI emerges in a way that does not act to further exacerbate these divides by promoting its accessibility to all. Other countries should be keenly watching the events that unfold in China’s near future, whether that be avoiding the mistakes China may make or adopting the AI and implementation process China pursues.

Improving Education in Mexico

Education in Mexico
Education in Mexico has a history of being low in quality and, thus, enrollment. According to the Organization for Economic Cooperation and Development (OECD), almost 19% of Mexican children between the ages of 15 and 19 do not have a high school education. As of 2022, the graduation rate of Mexican students is only 45% and those who are receiving an education are not even close to receiving a quality education.

Barriers to Education in Mexico

There are many barriers to education in Mexico, a large one being the shrinking of funds that go towards the school systems. In the past 5 years, Mexico has cut its textbook budget by a third and reduced its teacher training by more than 40%. As of 2018, Mexico is only spending 16.58% of its budget on education, a number that has been declining since 2015. The limited money that is going towards education in Mexico makes it almost impossible to develop a higher-quality system.

Another barrier to education in Mexico is the poverty that 43.9% of people are currently living in. School dropout rates and grade repetitions are very real and serious issues for students living in poorer communities and largely affect teenagers. Many young adults have to abandon the privilege of an education and seek work instead. Low-quality education is more of a reality for children in the marginalized areas of Mexico, exhibiting disregard for regional differences and therefore putting some students at major disadvantages. Due to natural disasters and a lack of funding, many school buildings are in extremely poor condition, disrupting learning and sometimes, putting students in danger.

Nonprofits Improving Education in Mexico

The poor quality of education in Mexico is doing a severe disservice to the future of the country. Thankfully, there are a few organizations that are trying to combat the deeply flawed system. Project Amigo is a nonprofit that is helping the disadvantaged and marginalized children of west-central Mexico by providing educational scholarships, school supplies and health care to those who need it. It accepts monetary, laptop and book donations, all of which help students achieve their academic and extracurricular goals. Other organizations are focusing on training capable and empowered teachers. Enseña Por México trains young leaders who, upon completion of the program, devote a minimum of two years to working in a low-income school. As of 2018, approximately 284 of Enseña Por México’s alumni became teachers in eight different states.

Looking Ahead

While some schools are in worse shape than others, the overall quality of education in Mexico is poor. Denying young people the right to receive a well-rounded education is no better than denying them any education at all. It is imperative that organizations like Project Amigo and Enseña Por México get the support that they need to help the children of Mexico flourish.
