Priority of the Official Development Assistance Budget


According to the 2021 Global Multidimensional Poverty Index report conducted by the United Nations Development Programme, 644 million people (half of whom are children) live in poverty. Nearly 85% live in Sub-Saharan Africa or South Asia. However, beyond this, 1.3 billion people are classified as multidimensionally poor – which means people are experiencing some form of poverty in health, education, and/or standard of living. As a member of the world-leading inter-governmental forum, the G7 – whose collective membership possesses 50% of the world’s wealth ($418 trillion) – the United Kingdom has a moral responsibility to help combat global poverty.
The primary UK legislation which can undoubtedly help assuage poverty is the Overseas Development Assistance (ODA). This legislation aims to strengthen global peace, security and governance; strengthen resilience and response to crises; promote global prosperity; tackle extreme poverty and help the world’s most vulnerable. Promoting the ODA is also beneficial to expanding the UK’s economy. By assisting people out of poverty, they become consumers, thus opening new potential markets for UK companies.

The loss of innocent lives, destruction of infrastructure, famine, and the deepening humanitarian crisis demand an urgent response from the international community.
With polio emerging, Hepatitis A spreading, and the healthcare system on the brink of collapse, the need for urgent humanitarian aid has never been greater. Over 2 million Palestinians are in desperate need of basic, life-saving resources.
It is essential that all parties involved prioritise the protection of civilians and adhere to international humanitarian law. The indiscriminate targeting of civilian areas and the disproportionate use of force only exacerbate the suffering of innocent people and undermine the prospects for a peaceful resolution to the conflict.
Currently, Israel is blocking the majority of aid from entering Gaza and being received by those who desperately need assistance.
The United Kingdom has a longstanding commitment to upholding human rights, promoting peace, and advancing the principles of international law. By calling for an immediate ceasefire in Gaza and the restoration of humanitarian aid, the UK can demonstrate its leadership on the world stage and contribute to efforts aimed at preventing further loss of life and alleviating the suffering of innocent civilians.

Established in 2002, the Global Fund is an international partnership that fights HIV/AIDS, tuberculosis (TB) and malaria in some of the world’s most vulnerable communities. This is achieved via strategic investments of global resources and partnerships between governments, civil society and the private sector, creating large-scale change.
The Global Fund is the world’s largest funder of global health grants, working in over 120 low and middle-income countries. Its strategy includes building robust health systems that address current diseases whilst also building resilience against future health threats. Investments in early warning systems, laboratory networks, and rapid response capabilities are central to this approach.
Despite progress, AIDS, TB, and malaria remain major global killers. In 2023, an estimated 10.8 million people fell ill with TB, 630,000 people died from AIDS-related illnesses and malaria caused around 597,000 deaths, with 76% of these deaths occurring in children under five.
The UK has historically been one of its largest contributors, providing crucial funding, however, without sustained funding, these numbers could rise again, undoing years of hard-won progress and leaving millions at risk.
Further to the global health benefits of the fund, it is estimated that between 2027 – 2029, every $1 invested in the Global Fund will deliver a return of $19, generating $323 billion in economic and social benefits.
The UK pledged £1 billion to the Global Fund for 2023–2025 and now it is time to ask for that pledge to be maintained for the next 3 years.
