Priority of the Official Development Assistance Budget
Official Development Assistance (ODA) – Germany
According to the Global Multidimensional Poverty Index produced by the United Nations Development Programme, around 644 million people worldwide live in extreme poverty, nearly half of whom are children. More broadly, approximately 1.3 billion people experience multidimensional poverty, meaning they face serious deprivations in health, education, or living standards.
As one of the world’s largest economies and a member of the G7, Germany plays a crucial role in global efforts to reduce poverty and support sustainable development.
Germany has historically been one of the largest providers of Official Development Assistance (ODA). In 2024 Germany provided roughly €30 billion in development assistance, representing about 0.67% of Gross National Income (GNI). While this places Germany among the largest donors globally, it falls slightly below the internationally agreed 0.7% ODA target for the first time since 2020.
Germany’s development cooperation is primarily led by the Federal Ministry for Economic Cooperation and Development and supports programmes that:
- Reduce extreme poverty
- Improve access to education and healthcare
- Strengthen resilience to crises and climate change
- Promote sustainable economic development
However, recent federal budget discussions suggest that Germany’s development assistance may decline further in the coming years. Reductions to the ODA budget risk weakening Germany’s leadership in international development and could undermine programmes that support health, education, food security, and economic opportunity in some of the world’s poorest communities.
Development cooperation is not only a humanitarian commitment; it also supports Germany’s strategic interests by promoting global stability, strengthening international partnerships, and addressing the root causes of conflict and forced migration.

Conflict in Sudan
The war in Sudan has had a devastating impact on civilians, who bear the brunt of the violence. Over 30 million people now require humanitarian assistance. Sudan has become the world’s largest displacement crisis, with more than 11 million people internally displaced and millions more forced to flee across borders.
The situation is deteriorating rapidly. According to the UN, famine is already present in multiple regions, including displacement camps in Darfur and Kordofan, with millions at risk of starvation as food, water, and medical supplies become unreachable due to active fighting and deliberate access restrictions. Outbreaks of cholera, measles, and other preventable diseases continue to spread due to the collapse of Sudan’s health system.
Attacks on residential areas, along with the use of sexual and gender-based violence, summary executions, and arbitrary detention, have further compounded the human toll.
Humanitarian agencies are unable to reach people in need. Aid convoys have been blocked, workers attacked, and vital border crossings closed. The UN has repeatedly warned that without immediate and unhindered humanitarian access, hundreds of thousands of lives are at risk.
By calling for an immediate ceasefire in Sudan and the restoration of humanitarian aid corridors, Germany can demonstrate its leadership on the world stage and contribute to efforts aimed at preventing further loss of life and alleviating the suffering of innocent civilians.
