Official Development Assistance (ODA) – France

France is one of the world’s largest providers of Official Development Assistance (ODA) and plays a central role in global efforts to reduce poverty, support development, and respond to humanitarian crises.

In 2024, France provided approximately €15 billion–€16 billion in development assistance, representing around 0.48 % of Gross National Income (GNI). While this makes France one of the largest donors in absolute terms, it remains below the internationally agreed target of 0.7 % of GNI.

France’s development cooperation is led by the Ministry for Europe and Foreign Affairs and implemented in partnership with the Agence Française de Développement (AFD), multilateral institutions, and civil society. French ODA supports programmes that:

  • Strengthen health systems and improve access to healthcare
  • Expand education opportunities and support youth development
  • Promote climate action and environmental sustainability
  • Support food security and agricultural resilience
  • Advance gender equality, human rights, and good governance
  • Provide life‑saving humanitarian assistance in emergencies

France also contributes to major multilateral efforts through organisations such as the United Nations, the European Union, and global health and food security funds, amplifying the impact of its ODA.

Compared to other OECD Development Assistance Committee donors, France’s ODA as a share of GNI is higher than countries like Australia and the United States, but lower than several European donors (such as Luxembourg, Norway, and Sweden) that meet or exceed the 0.7 % target. Increasing ODA would strengthen France’s global leadership at a time of rising humanitarian need.

Conflict in Sudan

The war in Sudan has had a devastating impact on civilians, who bear the brunt of the violence. Over 30 million people now require humanitarian assistance. Sudan has become the world’s largest displacement crisis, with more than 11 million people internally displaced and millions more forced to flee across borders.

The situation is deteriorating rapidly. According to the UN, famine is already present in multiple regions, including displacement camps in Darfur and Kordofan, with millions at risk of starvation as food, water, and medical supplies become unreachable due to active fighting and deliberate access restrictions. Outbreaks of cholera, measles, and other preventable diseases continue to spread due to the collapse of Sudan’s health system.

Attacks on residential areas, along with the use of sexual and gender-based violence, summary executions, and arbitrary detention, have further compounded the human toll. 

Humanitarian agencies are unable to reach people in need. Aid convoys have been blocked, workers attacked, and vital border crossings closed. The UN has repeatedly warned that without immediate and unhindered humanitarian access, hundreds of thousands of lives are at risk. 

By calling for an immediate ceasefire in Sudan and the restoration of humanitarian aid corridors, France can demonstrate its leadership on the world stage and contribute to efforts aimed at preventing further loss of life and alleviating the suffering of innocent civilians.
