Solving the Water Crisis in Iraq
Iraq faces a deepening water crisis due to the consequences of war, upstream damming and decreased rainfall. Both the Tigris and Euphrates rivers have dropped to precariously low levels, negatively affecting public health and agriculture productivity. The water crisis in Iraq requires international cooperation and innovative solutions.

The Problem

Iraq’s water supply has reached dangerous levels due to a myriad of reasons, perpetuating a cycle of constant crisis. The war in Iraq has resulted in the destruction of infrastructure necessary for potable water, such as dams and treatment plants.

Furthermore, dams in Syria and Turkey have decreased water levels in both major rivers, the Tigris and Euphrates. Iraq, historically reliant on these two rivers, has suffered greatly as a result of the upstream dams. Maintaining the crisis is the fact that average precipitation has decreased to among its lowest recorded levels.

The Consequences

The water crisis in Iraq produces several key consequences for the country. Among them are public health concerns, decreased agricultural productivity and political unrest.

If Iraqis have access to water, it is often unsafe for consumption. In Basra, 120,000 residents required hospital treatment in just one year due to contaminated water. Additionally, according to Human Rights Watch, the Iraqi government often fails to warn citizens about the dangers and presence of poor water quality.

Iraq’s agriculture sector places additional stress on the already limited water supply. In fact, the water crisis in Iraq prompted the government to suspend rice farming entirely. One in five Iraqis is employed in the farming industry. The water crisis has left many without an income and has forced others to find work elsewhere. This affects not only the farmers but the thousands of Iraqis who rely on the food they produce.

Many Iraqis are dissatisfied with the government due to the water crisis. They believe that Iraq’s government should have done more to protect water security such as by building dams of their own. In a country racked by instability and violence, protests over the government’s mishandling of water have left nine dead, hundreds injured and many more detained in prison according to the Human Rights Watch.

The Solution

No easy solution for the water crisis in Iraq exists. However, progress will require international cooperation. An international dialogue will need to address the Syrian and Turkish dams that starve Iraqi portions of the Tigris and Euphrates. Additionally, Iraq is in desperate need of aid to build its own water infrastructure.

In July 2019, Turkey published a detailed report regarding its plan to assist Iraq through the crisis. Turkey plans to take three critical steps in order to alleviate the strain placed on its southern neighbor. They will allow more water to flow into Iraq from the Tigris and the Euphrates. To help rebuild infrastructure, Turkey will provide financial aid. Finally, they promise to train Iraqi engineers and technical personnel on wastewater treatment and hydrology.

The United Nations, through UNESCO, hopes to provide training and financial aid to Iraq as well. The organization believes updated irrigation systems will deliver relief to Iraq’s struggling farmers. UNESCO plans to target aid in the two regions most affected by the water crisis, the northern and southern tips of Iraq.

The water crisis in Iraq stands in the way of further development. The country has, unfortunately, endured many hardships in recent history, but international cooperation remains its best hope for stability and prosperity.

Water Supply in Karakalpakstan
The autonomous Republic of Karakalpakstan occupies the entire northwestern end of the country of Uzbekistan. With a poverty rate of 32 percent, this region is considered one of the poorest in Uzbekistan.

The Necessity of Water

Because most of this nation’s produce comes from agricultural production, water is an essential resource for the people of Karakalpakstan. The economy is supported through the production of cotton, melons and livestock, making extensive irrigation systems critical for the smooth execution of farming practices and water management.

Water is essential to life in Karakalpakstan; more than 30,000 hectares of land have been abandoned because of the lack of water. Since the shortage of water in the region often results from farmers using water inefficiently, new and effective water-saving technologies are in high demand.

Improving irrigation systems would help these impoverished farmers move out of poverty. Effective water management can reduce the cost of supplying and storing water, which would inevitably increase the farmers’ yields and enable them to cultivate more crops. With a steady and reliable source of water supply in Karakalpakstan, the region’s farmers can be assured that they will be able to tend to their crops and rely on them for financial support.

The Project to Improve Water Supply in Karakalpakstan

In response to the ongoing water crisis, the World Bank initiated a project that aims to help 1,500 private farms and 40,000 small farming households secure access to water in Karakalpakstan.

The South Karakalpakstan Water Resources Management Improvement Project (SKWRMIP) for Uzbekistan focuses on the restoration of irrigation systems and improvements in water management. With 80 percent of its resources aimed at irrigation and drainage, the project aims to build a sustainable water distribution system and a financially stable community of farmers.

“Better water management and irrigation will lead to increased farm productivity, and thus help farmers in South Karakalpakstan build their assets and improve their living standards,” said Saroj Kumar Jha, the World Bank Regional Director for Central Asia. “We estimate that 41,000 water users will be provided with new or improved irrigation and drainage services under this project.”

Financial Benefits of the Project

This project would replace the 1950s water infrastructure in Uzbekistan, which is experiencing many complications due to age. The deteriorating infrastructure and poor water management of the 1950s system is estimated to cost Uzbekistani government $1.7 billion USD annually. However, the SKWRMIP proposal comes with a total annual energy cost of $2.4 million USD, saving the government a significant amount.  It also relieves much of the burden on rural farmers paying operation and distribution fees, allowing them the freedom to save the money for themselves.

“Our firm is planning to complete the civil works along the Buston channel this year. Thousands of farmers in several districts of South Karakalpakstan will be able to receive water for the irrigation of their lands,” said Islombek Ismatov, a SKWRMIP construction manager. “Lack of water in this region makes it more valuable than gold.”

In regions like Karakalpakstan, water is extremely valuable for livelihood. Water supply has been erratic and fleeting over the past few decades in the Republic of Karakalpakstan, but the SKWRMIP works to build and maintain a functional and accessible source of water supply in the region.

In December of 2010, high unemployment, limited economic opportunity, corruption in government offices and escalating food prices, brought about a string of deadly riots across the North African nation of Tunisia. The Tunisian people ousted their President, Ben Ali, in a bloodless coup d’état, and a “national unity government” was installed in his place. This new government-appointed Mocef Marzouki, a well-known Tunisian human rights activist, as interim president. Since 2011, there has been a slew of development initiatives that are being undertaken in Tunisia in an attempt to improve the lives of all citizens. The World Bank Group is currently funding 22 active development projects in Tunisia. Here are five which you should know about.

1. Youth Economic Inclusion Project (2017-2024)

The Youth Economic Inclusion Project is an initiative to increase and improve the economic opportunities presented to young, disadvantaged, Tunisians. This project is connecting young Tunisians with job opportunities, and providing assistance in transitioning from being a student, or unemployed, to the working world. Another component of this project is to make an effort to increase job creation in Tunisia.

2. Road Transport Corridors Project (2015-2020)

This project aims to improve the condition of roads connecting the more developed regions of Tunisia with the lesser developed areas. This project will shorten travel times and substantially improve the safety of road travel across the country. The Road Transport Corridors Project has focused on widening and repaving roads, repairing bridges, and installing more road safety equipment.

3. Integrated Landscapes Management in Lagging Regions (2017-2024)

The goal of the Integrated Landscapes Management in Lagging Legions Project is to improve the use of natural resources in the lesser developed northwest and western regions of the country. With a focus on sustainability, this project will improve the efficiency of land and natural resource use, as well as improve existing agricultural practices and infrastructure.

4. Northern Tunis Wastewater Project (2010-2019)

In the northern reaches of the city of Tunis, there is currently a lack of proper wastewater management infrastructure. This project pays special consideration to the environmental impacts of wastewater management and seeks to increase the amount and quality of treated wastewater available for use to farmers in regards to their agricultural activities.

5. The National Network of Social Accountability (2014-2018)

This project aims to bring Tunisia closer to becoming a developed nation through three main objectives. The first is to increase the availability and reliability of public information on government activity and expenditures. Second, there is an initiative to increase competition between businesses to expand the Tunisian economy. The last aspect of this development project in Tunisia is to focus on improving the quality and availability of healthcare for low-income Tunisians.

It is evident that these active development projects in Tunisia are working to ensure the improved livelihoods of citizens in various ways.

Water quality in BarbadosBarbados was an uninhabited island in the Caribbean until the British settled the island in 1627. Slaves were taken there from Africa to work in the sugar plantations. Slavery was abolished in 1834, but the economy remained largely dependent on sugar, rum and molasses during most of the 20th century.

Barbados has moved from an economy heavily dependent on agriculture to one focused on manufacturing and tourism. Although the economy has shifted, the sugar industry still plays an important role in the economy. Besides sugarcane, farmers also grow cotton, root crops and vegetables.

Water quality in Barbados can be compromised by pollution from agriculture, industry and urban development. The island nation is listed as a water-scarce country because of the depletion of the water reserves during the 20th century. To address this, strict standards were developed for the use of drinking water. Because of the high demand for water on the island coupled with an inadequate supply, the nation built a desalination plant in 2000. Despite this, the water quality in Barbados is still questioned.

The Daily Herald reported in 2016 that there were rumors circulating on social media suggesting that contaminated water was responsible for a string of deaths during the summer of 2016. According to the rumors, there was lead in the newly installed water meters.

The Barbados Water Authority responded with a statement saying that the meters contained no lead. They were made from plastic and brass and manufactured in Germany. The water meters were approved by the German Environmental Agency under the German Drinking Water Ordinance of 2013.

They also stated that the meters were being used in 22 other countries including France, Spain and Ireland. In addition, the water supply is tested twice a year for heavy metals and pesticides. Tests conducted in March 2016 showed that lead levels were under the limits and drinking water was within standards.

The government of Barbados created a policy that designated five Groundwater Protection Zones around the island. This helped protect public supply wells from contamination from bacteria, which is a significant step towards improving water quality in Barbados.

The Netherlands lies by the coast of the Atlantic Ocean with a temperate marine climate. It is rainy for most of the four seasons. There are hundreds of locations for groundwater extraction all over the Netherlands. Thanks to natural filtering and isolation from external sources of pollution, the groundwater has a low degree of contamination. Hence, it does not require complicated procedures for purification.

As reported by the Dutch public health agency RIVM, due to human factors, the quality of tap water in some areas of the Netherlands does not meet the expected standards. It is also indicated by its survey that about 60 percent of drinking water in the Netherlands is sourced from the ground, and the rest is provided by surface water. Because of the contamination resulted from pesticides, industrial emissions and improper waste disposal, more than half of the groundwater used is below the international standard of water quality.

Regarding surface water quality in the Netherlands, the quality was also poor due to the pollution from drugs, cosmetics, pesticides and other chemical residues. Some factories of wastewater treatment were unable to purify these harmful substances. RIVM has called for the establishment of a better environmental monitoring system on the sources of drinking water.

The drinking water quality in the Netherlands depends on the variations in regional management. The test standard is more strict than bottled water in the market.  The related Dutch laws such as Drinking Water Law and Water Pipeline Management Measures aim to ensure water quality. Organizations in the chain of water production, including companies and collective supply units, all must regularly check the water quality in the Netherlands and inspect the results. The Ministry of Infrastructure and Environment of the Netherlands also publishes annual reports on the quality of drinking water each year.

The latest Dutch water law was enacted in 2009. It aims to stress the impact of climate change and sea-level rise on flood control security, release the pressure of population demands from increased water consumption and accelerate integrated management of water resources.

Water quality in the Netherlands across drinking water from rivers, lakes and the ground has improved greatly over the past decade, to great praise. The successful practice of water management by law and regulations from the Dutch government has been recognized as “the miracle of drinking water” by media in Europe. Nevertheless, further efforts are still needed to maintain the water quality in the Netherlands, in addition to the promotion of water management practices from a single country to the world.
