Food insecurity crisis in SomaliaSomalia’s climate consists of sporadic periods of intense rainfall between long periods of drought. So far in 2021, a devastating mix of severe droughts, intense floods and locust infestations in Somalia have devastated crop production and livestock herds, leading to a hunger crisis. The effects of the COVID-19 pandemic further exacerbated the previously high rates of poverty in the country and have contributed to the food insecurity crisis in Somalia. USAID is aiming to combat the hunger crisis in Somalia by providing food assistance while also targeting assistance efforts to limit malnutrition among children and pregnant women.

Causes of the Food Insecurity Crisis in Somalia

Typically, heavy rains strike Somalia between April and June and again between October and December. During the two rainy seasons, extreme rainfall and flooding regularly displace Somalis across the country. However, in 2021, the rainy season ended in May instead of June. This early end caused intense droughts in Somalia.

Rainfall in some areas of Somalia has amounted to only half of the year-to-date average. As a result, deficit farmers in the south and northwest of Somalia have not been able to access water supplies adequate to plant Somalia’s staple crops. Moreover, pastoral households’ inadequate access to water has decreased the size and productivity of livestock herds. The subsequent meat, milk and crop shortage might surge food prices in Somalia.

The Famine Early Warning Systems Network projected that the Somali yield of cereal crops in 2021 will be up to 40% less than the yearly average. The drought has already decreased the food and water intake for farmers and pastoralists across Somalia, and low crop and livestock yields in the late summer harvest will lead to lower incomes for farmers and pastoralists. This will limit the purchasing power of Somalis employed in the agriculture sector. Altogether, the drought and subsequent low-yield harvests could extend the risk of a food insecurity crisis in Somalia past the summer.

The State of the Somali Food Insecurity Crisis

The Integrated Food Security Phase Classification (IPC) scale is a system that governments, non-governmental organizations and the U.N. uses to analyze the severity of food insecurity situations. The IPC scale ranges from minimal (IPC Phase 1) to famine (IPC Phase 5). By the middle of 2021, the IPC expects 2.7 million Somalis to encounter at least the crisis level of food insecurity (IPC Phase 3). Specifically, the analysis expects 2.25 million Somalis to be at the crisis level of food insecurity while another 400,100 will be at the emergency level of food insecurity (IPC Phase 4).

COVID-19 in Somalia

While the COVAX initiative and the Somali Federal Government have started the vaccination campaign against COVID-19 in Somalia, the virus continues to devastate the fragile economy. Even before the COVID-19 pandemic, the poverty rate (percent of the population below $1.90/day, 2011 PPP) in Somalia was at 69%. The poverty rate among Somalis in rural areas was at 72%.

Further, the worldwide COVID-19 induced lockdowns have limited employment opportunities for Somalis working in foreign countries. Consequently, Somalis working internationally are not able to send much money back to their families in Somalia, which heavily supports consumption in the country. Moreover, Somali businesses have reduced their full-time staff by an average of 31% since the pandemic first struck Somalia.

Lastly, a global reduction in demand for Somali livestock has decreased Somali livestock exports by 50% since the beginning of the pandemic, which further weakens the income of already impoverished Somali pastoralists. Thus, the global economic downturn resulting from COVID-19 threatens to intensify the food insecurity crisis in Somalia.

US Aid to Somalia

On June 24, 2021, the United States Agency for International Development (USAID) announced a pledge of $20 million in assistance to Somalia. USAID’s aid pledge to Somalia was part of a larger USAID plan to provide a total of $97 million to African countries to combat the health and socioeconomic ramifications of the pandemic. The U.S. aid plan will focus on tackling the food insecurity crisis in Somalia and will supply the country with staple crops like sorghum and yellow split peas. The funding also aims to limit the malnutrition of children and pregnant women.

The aid package builds on a U.S. commitment of $14.7 million in June 2021 to provide drinking water, fight malnutrition and support victims of gender-based violence.

While Somalia’s struggle with poverty and malnutrition is a longstanding and complicated issue, assistance from the U.S. and the rest of the global community could prevent a famine in the short term and boost the country’s economic development in the long term.

Help Reduce Poverty in Sudan
At the end of June 2020, the United States Agency for International Development (USAID) announced that it would assist Sudan in its democratic transition by committing $356.2 million to aid. The funding comes as a result of Sudan’s successful revolution at the end of 2018. To curb an economic crisis, the former government took steep measures, decreasing fuel and bread subsidies. This ultimately resulted in protests in Khartoum, the capitol. At its core, the protests demanded a higher standard of living for all of Sudan’s people. In April 2019, at the peak of the demonstrations, a coup removed President Omar al-Bashir. A transitional government made up of shared civilian and military councils now aims to promote a pro-democracy movement to eventually hold elections. It also hopes to help reduce poverty in Sudan.

An Ideal Government

Specifically, the civilians want a government that will support a better quality of life for everyone. This would curb the number of people living in poverty, thus reducing poverty in Sudan. A transition to democracy often provides a country representation of the people, increased social rights, economic gain and collaboration. However, failing to prioritize a financial gain can result in a corrupt government followed by a reduced faith in democracy. The transitional government’s commitment to accountability and transparency is of the utmost importance while democracy is forming.

The Poverty Issue

With a transitional government in place for three years, the country is looking to shift its way of thinking to better its citizens’ lives. According to the Minister of Finance, Ibrahim Elbadawi, around 65% of Sudanese lived below the poverty line. On top of that, ever since conflict began growing in 2014, 5.8 million people required humanitarian assistance. With additional funding, these numbers can decrease.

The money granted by USAID will go towards conducting valid elections, building more vital institutions and growing political engagement. This will significantly benefit disadvantaged people like women, children and religious groups. Primarily, USAID works in South Kordofan, Blue Nile and the Darfur region to assist. USAID has a Rapid Response Fund run through the International Organization for Migration on a larger scale. It allocates money for short-term funding to national and international relief agencies.

The Help of USAID

Programs that USAID provides to Sudan fall under the themes of food security, conflict and human rights. A database system through USAID’s Famine Early Warning Systems Network tracks crucial data on food security and potential crises. Then, they are relayed to Sudan and other donors. In conjunction with the database, during the fiscal year of 2016, USAID donated $175.1 million to food security programs through the U.N. World Food Program and UNICEF benefiting Sudan. Aside from the database, USAID works to better human rights in the area. In partnership with U.N. Women and the U.N. Population Fund, USAID advocates for promoting women’s rights and gender-based violence prevention. Additionally, other programs target youth and women groups in Sudan “to reduce vulnerabilities to conflict and build leadership skills to foster peacebuilding. They also improve livelihoods and help create enabling conditions for development.

With more funding from USAID, Sudan’s transitional government can not only strengthen its growing democracy but also help reduce poverty in Sudan. As civilians see the potential of democracy in Sudan, they will invest more faith in the transition and thus receive more.

Satellites and Food Security
Nearly 800 million people in the world do not have enough food to eat. It is no secret that more efficient farming and agricultural practices can help yield more crops to feed more people as well as bring in more income to poor farmers. In conjunction with traditional ground-based data collection of farmland, satellite imaging and sensing can help farmers monitor their crops and land condition in real time. Satellite-based technology can map cropland area and crop type, estimate area planted, estimate product yield and even detect early signs of droughts and floods. With this kind of technology, farmers may be better equipped to make informed choices about their land to protect their products. With more informed farmers, better use of resources and ultimately more crops, satellites may be an important part of ensuring global food security.

A New Wave of Tech

Precision farming is the use of technologies to inform farmers about their products. This method is not new, however, the systems in place are changing. Traditional, ground-based tests, such as soil sampling, have long been used to test the arity, salinity, and other conditions of land. These tests help instruct farmers about the optimal mix of fertilizer, pesticide and water that should be used to yield the most crops. While these tests are useful, they are expensive, time-consuming and can only provide data for a small area of land.

Satellites may provide a comprehensive solution. Equipped with imaging and sensing technology, satellites may analyze entire fields at more regular intervals for a more timely and lower-cost option. With land-use mapping and monitoring technologies, satellites cater to a variety of farmers’ needs. Farmers are using satellite technology to:

  • Analyze soil fertility.
  • Map irrigated land.
  • Monitor crop growth.
  • Produce crop yield forecasts.
  • Track crop development.
  • Measure soil moisture content.
  • Test soil chemical composition.

Depending on the program and type of imaging, the costs of satellite data may differ. The Sentinel-2, a land-monitoring system of two satellites that the European Space Agency (ESA) controls, provides vegetation imagery and moisture maps to farmers for $0.20 per acre per two months of service.

Satellites: Prediction, Protection and Prevention

In places like sub-Saharan Africa where agriculture accounts for 64 percent of all employment, satellite-based technology is vital to the survival of farmers. Ninety-five percent of sub-Saharan Africa’s farmable land lacks irrigation systems, thus making the farmland more susceptible to drastic land conditions like droughts and floods. With satellite technology and remote sensing, farmers can shift their focus from reacting to disasters after they occur to planning response before the disasters cause damage. Because low soil moisture content is an indicator of drought, satellites can measure the soil’s moisture content using microwave radiation and send an early warning to farmers in the affected area.

With these early response mechanisms, insured farmers can apply early to their insurers and receive money. Programs like the Ethiopian Productive Safety Net Program provides cash-transfers to poor households using this satellite-based technology.

People have used satellite drought imaging combined with data on local market supply and demand to bring the right amount of food aid to countries in need. Molly Brown, a researcher for NASA, uses satellite images of cropland in Niger, where farmers not only grow food for markets but also eat the crops, to estimate rising market costs. During droughts, these farmers cannot grow enough food to feed themselves and sell locally, thus demand and market prices increase. Since many rural families in Niger live on only around $400 a year, drastic price increases may mean that they cannot get enough to eat.

The goal of Brown’s research is to predict rising market prices before they occur based on satellite images of farmland. It is also to bring in enough food aid when people need it and to stop food aid when it is not necessary. Brown hopes satellites will be an important step toward ensuring food security.

Already at Work

Many organizations, large and small, have already begun harnessing the power of satellite technology and its use in agriculture. NASA has rolled out several satellite-driven initiatives to help combat food security. The Famine Early Warning Systems (FEWS) Network, established in 2000, uses NASA’s Landsat satellite imaging and remote sensing to gather data, forecast weather trends and hazards and create maps for vegetation, rainfall and water use. In order to make satellite imaging and data more accessible to the communities that could best utilize them, NASA established a web-based visualization and monitoring system, for Africa and Central America, called SERVIR, in collaboration with USAID.

Working with more than 200 institutions and training around 1,800 regional support staffers, SERVIR provides previously inaccessible satellite data, imaging and forecasts to local governments and researchers. With this information, SERVIR hopes that developing nations will be able to respond better to natural disasters, improve their food security and manage water and other natural resources.

Even private companies like Planet Labs, are investing in satellite-based technology. Planet uses many smaller, relatively inexpensive satellites for its imaging force. The company has around 140 currently deployed, enough to capture an image of the entire Earth every day. It sells imaging and monitoring data to over 200 customers, many of whom are agricultural companies.

In 2015, at the U.N. Sustainable Development Summit, Planet Labs introduced its Open Regions initiative. By making $60 million worth of its satellite imagery for certain regions available to the global public and directly accessible online, Planet Lab’s imagery brings data vital to the health of crops directly to farmers. With the U.N. deadline to end global hunger and ensure global food security by 2030, it is important for governments and organizations to look for new, sustainable opportunities to increase productivity. By looking beyond conventional, ground-based agricultural solutions and turning to the skies, farmers may find that satellites may be an important part of ensuring global food security.
