Women’s rights in FranceWith the rise of women’s rights movements in recent years, French citizens have mobilized to address gender issues, especially the prevalence of femicide and domestic violence. France has made much progress in the realm of gender equality, including the establishment of policies and programs promoting women’s rights in France under the Macron administration. However, there is still much to be done to reach true equality and to end gender-based violence.

Violence Against Women

In France, femicides —  the killing of women by a relative or significant other — have been a significant reason for protest in recent years. La Fondation des Femmes, or the Women’s Foundation, is one protest group that has formed around the issue as it believes government efforts to curb the violence are not enough to keep citizens safe. In a recent article from the BBC, the Women’s Foundation criticized the lack of adequate gun policy as firearms are one of the most common weapons used in femicides.

Additionally, pandemic-induced lockdowns have forced many women to be confined in the same space as abusers, resulting in a 30% increase in domestic violence reports, according to France24. Due to its continued prevalence, gender violence is a central concern for activists advocating for women’s rights in France.

The #MeToo movement also gained traction in France in 2017 under the French name #BalanceTonPorc. Though there were no significant convictions or resignations of perpetrators of sexual violence at first, the rise in protests and social media movements greatly increased the visibility of victims in 2020.

Efforts to Combat Gender-Based Violence

President Emmanuel Macron’s emphasis on gender equality provided much hope for feminist voters during his 2017 presidential campaign. As part of his pledge to support women’s rights in France, Macron implemented protective policies for women and has established the position of Secretariat of Equality between Women and Men, a role currently held by Marlène Schiappa. Under Macron’s administration, France scored 75.1% in 2020 in terms of the Gender Equality Index, ranking third-best among all members of the EU.

In response to protests and the advocacy of groups such as the Women’s Foundation, the French government implemented several pieces of legislation addressing gender violence. According to the BBC, Prime Minister Edouard Philippe held a domestic violence conference in 2019, during which he pledged to increase the number of temporary shelters for victims, improve the procedures of domestic violence cases and contribute more than $6 million to the cause. French parliament added to these measures by approving a law permitting doctors to reveal the identity of a patient if domestic violence is putting the patient’s life at risk.

Women’s Rights Progress

There has been some improvement as between 2019 and 2020 the number of domestic murders of women decreased from 146 to 90, a historically low number that the government believes to be a result of the work of its policies and law enforcement.

Despite government efforts to decrease gender violence, many individuals are still concerned by the alarming numbers of femicides. Protest groups in France are creating street collages highlighting femicide and sexual harassment. Caroline De Haas, the founder of the feminist movement NousToutes, told the Guardian that “nearly 100 deaths is no reason to celebrate.”

There are several hopeful developments for gender equality in France. However, despite an explicit government commitment to equality, the government must take additional steps to conquer disparities in female employment and leadership, gender violence, harassment and wage gaps. The continued protests asserting an end to violence against women demonstrate the need for more policy and execution of legislation for women’s rights in France.

Despite its economically advanced status, Japanese society continues to struggle with lessening the gender gap for women. Gender poverty in Japan has become a major concern. Experts predict poverty rates for elderly women will double or triple in the next 40 years. Governmental leadership is well aware of the need to enact policies to address issues of poverty. However, it has been slow to implement changes.

  1. High Employment Rates, Low Wages: Overall, female employment has risen to 71% in recent years. However, Japanese mothers work in part-time jobs that cap out at relatively low salaries compared to full-time careers. Japanese women in the workforce also earn nearly 30% less than men.
  2. Higher Expectations of Unpaid Work: On average, women in Japan participate in 224 minutes of unpaid work per day while their male counterparts only participate in 41 minutes. This amount of unpaid work time for men is the lowest among countries in the Organisation for Economic Co-Operation and Development (OECD).
  3. Child Custody Falls on Women: In cases of divorce, many primarily expect women to take custody of their children. Taking a break from the workforce or maintaining long-term, low-paying part-time work makes it difficult for women in Japan to access higher-paying jobs in addition to providing childcare that Japanese people typically do not expect of men.
  4. High Rates of Poverty for Single-Parent Families: The rate of poverty for single-parent families is an alarming 56% which is the highest among OECD countries. COVID-19 has presented additional challenges as a majority of job cuts in the early stages of the pandemic were part-time jobs predominantly employing women, including single mothers.
  5. Lack of Access to Leadership Positions: Women hold only 15% of senior and leadership positions in Japan, of which their salaries are half of those of their male counterparts. Additionally, Japan has a mere 10% female representation in its parliament. The country also has not had a female head of state for 50 years.

Addressing Gender Poverty in Japan

The government under former Prime Minister Shinzo Abe attempted to address gender poverty in Japan under an economic plan called Womenomics. During his tenure, overall employment rates for women rose. Additionally, Abe enacted a plan to increase female leadership positions to 30% by 2020. Abe did not achieve this goal but it is still in place under new Prime Minister Yoshihide Suga.

Abe also enacted generous maternity and paternity leave reforms along with access to free early education and childcare for toddlers. Only 6% of Japanese men take advantage of paternity leave, citing workplace stigma for not doing so. Before leaving office due to health reasons, Abe enacted a wide-ranging five-year plan. He implemented this plan to address gender inequality and it has continued under his successor.

In recent years, there have been some important victories for women’s rights in Japan. In addition, there are new social movements related to the #MeToo movement. Journalist Ito Shiori won a landmark rape case against a television reporter with close ties to Abe, bringing more attention to gender-based violence and discrimination in the country.

The Japanese #MeToo movement gained more traction in 2019 when actress Yumi Ishikawa took to social media to question why her part-time job at a funeral home required her to wear high heels. This set off the #KuToo social movement which is a play on words for “shoes” and “pain” in Japanese. Although the movement has experienced some backlash from men and women in Japan, it raises important societal questions about rigid gender norms in the country and has broadened public debate about gender inequality.

Conclusion

Some are implementing efforts to address gender poverty in Japan. It is a positive sign that significantly higher numbers of women are now experiencing representation in the workforce. Moreover, a public discussion is occurring to challenge traditional gender roles and expectations.

Without a doubt, the surge of the internet has created many waves in the way that people live their everyday lives. From ride-sharing apps to Instagram stories to trendy Tiktok dances, it seems like social media has overwhelmed every aspect of modern life, working particularly hard to keep people connected through an unprecedented time of social distancing. However, it is not just the mundane that has changed with the dawn of the online age; young creatives have used the internet to completely reimagine modern activism.

The Age of Digital Activism

Digital activism, defined as the use of digital tools (i.e. the internet, mobile phones, social media, etc.) for bringing about social and/or political change, is hardly a new phenomenon. As of 2018, the Pew Research Center found that around half of all Americans had engaged in some form of political or social activism via social media over the past year. They also found the majority of Americans believed that social media was a good tool for bringing important global issues to the attention of lawmakers. It is more than likely that these statistics have grown over the past several years, particularly in the culmination of movements such as the March for our Lives, #MeToo and Black Lives Matter. It does not take very long to come up with countless examples of online activism.

More recently, however, a new trend has grown popular among young creatives on Instagram: zines. Zines are self-published, non-commercial print works that are typically produced and distributed in small batches by artists looking to share their work. While they have been a part of youth pop culture for many years now, a group of young women have taken it into their own hands to shift that paradigm.

The Birth of More Color Media

In early June of 2020, Aissata Sall, a recent high school graduate, single-handedly launched her independent publication, More Color Media. From the very beginning, Sall wanted this project to be different from what had been done already; she wanted to tell the stories that were not already being told. Within just 10 short weeks, the small project gained nearly 5,000 followers across multiple platforms and exploded into a team of nearly 100 creatives, all using their talents from photography to poetry to bring global issues of poverty, education and inequality to light in a new, innovative way.

“We have team members from Estonia, France, North Africa — everywhere!” Sall said in an interview with The Borgen Project on August 14th of 2020. “It’s just been amazing to see how many people we’ve reached and how many people have reached out to us to tell us how happy they are with the space and the platform we’ve created. That’s the biggest accomplishment in our eyes.”

This new platform has created a unique way for young creatives to share information, with eye-catching graphics and stunning photography all utilized to draw attention to global issues from Venezuela to Lebanon to Serbia. Many of these posts include thorough factsheets and sources, allowing viewers to digest news from around the world and quickly find resources to help. By just sharing informational posts, fund pages and petitions to lawmakers regarding specific issues, More Color Media has reportedly reached over 30,000 individual audience members across all of their platforms.

“We want to provide more platforms for us to be able to support people in our communities and in the global community,” explained Diana Sinclair, the co-Editor-in-Chief of More Color Media. “We’ve already been using our platform to highlight individual funds to help reach people’s needs. We’ve also talked a lot about opening up other platforms like a podcast to help give a greater voice to the communities we want to support.”

A New Generation of Activists

While they continue to grow, More Color Media may very well represent the future of digital activism, serving to show that there is no limit on who can make a difference. According to RESET, an organization working to help advance the next generation into the digital age, one of the biggest benefits of digital activism is the ability to connect with a large community and globalize a campaign’s goals. More Color Media is doing just that. More Color Media’s first print issue is fast approaching, with a release date tentatively in late September, and both Sall and Sinclair are waiting eagerly with bated breath.
