Poverty in Chad
Located in Central Africa, the country of Chad is the fifth largest landlocked state and has a poverty rate of 42%. With a total population of approximately 15.5 million, a lack of modern medicine, dramatic weather changes and poor education have riddled the country with deadly diseases and resulted in severe poverty in Chad.

Poor Health Conditions in Chad Lead to Disease

The most common types of disease and the primary causes of death include malaria, respiratory infections and HIV/AIDS. Malaria, usually spread through mosquito bites, is a potentially fatal disease and is quite common in the country of Chad. Due to poor sanitation, Chadians are more susceptible to malaria; the most recently estimated number of cases was 500,000 per year.

Along with malaria, lower respiratory diseases contribute to Chad’s high mortality rate – the most common and deadliest of those being meningitis. Lower respiratory tract infections occur in the lungs and can sometimes affect the brain and spinal cord. A lack of available vaccinations in the country has increased susceptibility to meningitis. Meningitis is most deadly in those under the age of 20, and with a countrywide median age of 16.6 years old, Chad has seen a rise in total meningitis cases and overall deaths.

As of 2015, there were an estimated 210,000 Chadians living with HIV. According to UNAIDS, there were 12,000 AIDS-related deaths just last year, along with 14,000 new cases. Those living with HIV/AIDS are at a higher risk of death with their compromised immune systems. They are unable to fight off diseases and, with the preexisting severe risk of malaria and meningitis, they are more susceptible to death.

Harsh Weather and its Role in Food Insecurity and Disease

Due to its geography, Chad is one of the countries most severely affected by environmental challenges. Approximately 40% of Chadians live at or below the poverty line, with the majority relying heavily on agricultural production and fishing. The drastic change in rain patterns and the consequent frequency of droughts have placed a significant strain on their food supply. Fishing in particular has been sparse. Lake Chad, the country’s largest lake, has diminished by 90% in the past 50 years. The rising temperatures in Chad have caused a decrease in both crop yields and good pasture conditions, placing more strain on those who depend on Lake Chad for food and the nutrients it adds to farming.

In addition to affecting poverty in Chad, intense weather patterns have also increased the number of infectious diseases. The infrastructure of the country has not been able to keep up with the rapidly growing population in urban areas. This results in poor sanitation. The sanitation services are overwhelmed during floods, which contaminates the water supply.

Lack of Education Affects Poverty in Chad

Despite the relatively large population, less than half of school-aged children attend school. With attendance rates so low, the literacy rates in individuals between the ages of 15 and 24 fall; currently, they only reach 31%. According to UNICEF, attendance rates are astonishingly low; 8% for children in upper secondary school and 13% for lower secondary school. With education rates so low, income inequality, infant and maternal deaths and stunting in children continue to rise; as a result, the overall economic growth of the country declines.

Enrollment is low in Chad due to the lack of resources in schools. With the country in severe poverty, schools remain under-resourced, both in access and infrastructure. Some schools have no classrooms and no teaching materials. Furthermore, students often outnumber teachers 100:1. As a result, the quality of learning decreases, as does the overall attendance rate.

As of now, only 27% of primary-school-age children complete their schooling. According to UNESCO, if adults in low-income countries completed their secondary education, the global poverty rate would reduce by half. Even learning basic reading skills could spare approximately 171 million people from living in extreme poverty. Educated individuals are more likely to develop important skills and abilities needed to help them overcome poverty. Education also decreases an individual’s risk of vulnerability to disease, natural disasters and conflict.

Poverty in Chad is widespread, and the rate of impoverished people will continue to grow if it is not addressed. Poor health conditions and a lack of education are just a few of the many problems people face; while the living conditions may seem dire in Chad, a gradual decrease in overall poverty rates proves that there is hope.

The Fight Against Learning PovertyLearning poverty is defined as not being able to read or understand a simple text by the age of 10. It is common in developing countries. As of 2017, 262 million children from ages six to 17 were not in school. More than 50 percent of children are not meeting the minimum standards in reading and math. In addition, their teachers and the teaching quality have not improved over time. Especially elementary school teachers, who are arguably the most important. As a result of this plateau, around 750 million adults were illiterate as of 2016. The vast majority of them are women. The largest populations of illiterate people are in South Asia and sub-Saharan Africa. Many schools in developing countries cannot provide efficient learning environments because they do not have access to computers, electricity, drinking water or basic facilities and infrastructure.

The UN Sustainable Development Goal 4

The United Nations created Sustainable Development Goal 4 to fully address the issue and solve the problem of learning poverty around the world. It consists of five pillars.

  1. Make sure students are prepared and motivated to learn: The first pillar focuses on motivating students to learn when they attend school. The parts that contribute to making this successful are Early Childhood Education (ECE), nutrition and stimulation. There has been much evidence to show that intervening during a child’s earliest years is the best time to build a strong foundation for the future, especially for children who are less fortunate than their peers.
  2. Effective teachers at every level: The second pillar focuses on increasing the number of quality teachers available. Incentives must be made more to entice more people to the field of teaching. Thus, improving its compensation policies and making it easier to transfer into will help with this issue. Selecting and hiring based on talent, effort and achievements will ensure that these are high-quality teachers. Once in a teaching position, teachers should continue to improve. Additionally, teachers should be educated on how to use tech resources.
  3. Equipped classrooms: The third pillar emphasizes on providing classrooms with a simple but efficient curriculum. This includes increasing access to books and technology and coaching. In addition, teachers are urged to “teach to the right level.” This means they should start with a one-size-fits-all approach and adapt to students’ needs as necessary. It enables children of all different learning levels and styles to learn at the same time. Teachers should also provide feedback to the students so they can further improve their personal education.
  4. Safe and inclusive: The fourth pillar focuses on maintaining a safe and inclusive environment for all students. Many countries are falling into crises, violence and fragility. Schools do not need to be added to the list of places where a child does not feel safe. An unsafe environment makes a child want to stay home. When they do attend, they are more unwilling to learn. Also, unsafe environments from violence or discrimination do not foster learning. As for inclusivity, teachers and staff should not stereotype a student based on their gender, race or disability. Schools must be inclusive to those who have trouble keeping up with their peers.
  5. Well-managed education systems: The fifth pillar is focused on good management in education systems. Principals should show how to further their careers and how to become better leaders for their schools. Moreover, there should be clear authority and accountability in schools.

The World Bank’s Literacy Policy

The World Bank has introduced a Literary Policy package outlining interventions to boost literacy. So far, a few countries have already started following it, including Egypt and Brazil. Egypt has begun the Egypt Education Reform Project. The project focuses on four core values:

  1. Expanding access to quality kindergarten
  2. Improving education delivery through digital learning content
  3. Developing educational professionals
  4. Developing computer-based assessment systems

There are many expectations for this program in the future. For example, the project predicts that it will be able to serve around 500,000 more kindergarten students including those from poorer districts. There will be a 50 percent improvement in early education. Additionally, there will be two million new quality teachers and two million students in secondary school.

Furthermore, the past 10 years have been good for Brazil as a result of its increased efforts in elementary school education. Their rate of learning poverty has been rapidly declining but is currently at 48 percent. Consequently, Brazil plans to increase quality and labor productivity. This necessitates increasing its quality of education. As a result, they are working on improving early education, teacher training and providing more financing.

Overcoming learning poverty is an essential step in the Sustainable Development Goals. It will not only improve the lives of the children learning but it will also decrease poverty rates and increase economic development. Hopefully, programs like the World Bank’s Literacy Policy and SDG 4 will motivate more countries to make education a priority.

The connection between lack of education and poverty is of a cyclical nature, with each one leading to the other. Documentation of how lack of education creates poverty dates as early as the 1966 publication of the Coleman Report, as this report demonstrated that, when compared to their middle and upper-income counterparts, lower income students were less likely to perform well in school.

When looking at the connection between education and poverty, it is essential to consider a variety of factors, including health and women’s empowerment. Since each of these factors is improved when people are better educated, improving these factors then helps to decrease global poverty.

Education and Health

Educated people are less likely to suffer from poor health since they better understand how to prevent the contraction of various diseases. A study in Uganda demonstrated that in rural Uganda, those who were educated were 75 percent less likely to suffer from HIV/AIDS. HIV/AIDS rates are cut in half among younger people who are educated through primary school.

Education is also linked to maternal health and the health of children. When mothers are more educated, they are more likely to seek care during pregnancy, and they are better equipped to care for their children. Mothers that are educated are 50 percent more likely to seek immunization for their children than mothers who have no schooling.

Additionally, children of educated mothers are over twice as likely to live to the age of five than children of uneducated mothers. Statistics documenting the link between education and health — specifically the health of women and mothers — also demonstrate how education improves women’s empowerment.

Education and Women’s Empowerment

Young girls who are educated are less likely to marry at a young age. This fact means that they have a higher chance of entering into the workforce and not relying on their husbands and families for financial support. Women’s empowerment through education is another factor that demonstrates how lack of education creates poverty.

Women who are educated are able to develop better decision-making skills which allow them to succeed in the workforce. For women who are educated beyond grades three and four, each additional year of education leads to 20 percent higher wages, a fact that clearly demonstrates the link between education and poverty.

How to Improve

Research clearly indicates that if people lack the basic skills to read and do simple math, they will be less likely to get a job. An inability to get a job creates a clear pathway to poverty; however, lowering school fares and increasing investment in the education sector are key ingredients in improving the amount of educated people.

Between the years 2002 and 2007, an estimated 40 million more children were able to attend school, according to the Global Campaign for Education. This increase in educational attendance was due to a variety of factors including lowering school fares in countries such as Kenya, Tanzania, Uganda and Burundi, and the increase in investment in education in Latin America.

Though many people claim that poverty is what causes poor education, they fail to recognize the complicated cyclical nature of the dilemma as a whole. In fact, many studies demonstrate how lack of education creates poverty. With the proper investment in education, more people can have access to education, enter the workforce and not fall into poverty.
