Crisis in the SahelThe Sahel region of Africa is south of the dry Sahara and north of the humid Sudanian savanna. This tropical, semiarid zone consists of a band of 10 countries and spans 5,900 kilometers from the Atlantic Ocean to the Red Sea. People living in this region have suffered instability and unrest due to issues such as terrorism, climate change and food insecurity. Moreover, COVID-19 has only intensified these problems. Here are five facts to know about the crisis in the Sahel:

  1. Violence in the region is on the rise. The Africa Center for Strategic Studies reported that militant, Islamist group activity and violence in the western Sahel escalated since the middle of 2017, growing nearly seven-fold. Due to inadequate governance and intercommunal violence, 4,404 fatalities were recorded west of Sahel compared with the 770 deaths in 2016. Terrorist attacks forced displacement upon 900,000 people in Burkina Faso alone, where 516 violent attacks occurred in the past three years. Meanwhile, a disputed election and a coup following months of protests currently corrupt conflict-ridden Mali. The region harbors 3.1 million refugees, internally displaced persons, returnees and people at risk of statelessness.
  2. Widespread hunger is becoming an increasingly prominent threat. Humanitarian organizations warn of a hunger pandemic in the Sahel. As food insecurity and malnutrition rates continue to soar rapidly, more than 12 million people already lack access to food. Around 10 million additional children could suffer from acute malnutrition and 3 million from protein-energy starvation, due to the exacerbating effects of COVID-19. The U.N. predicts that 5.5 million people will lack access to sufficient food by the end of the year in Niger, Mali and Burkina Faso.
  3. Accessibility to education is declining. School closures affect more than 2.2 million children in the Sahel. In March, 11,500 schools closed or were rendered nonoperational. This left 71 million children without access to education. Although various schools closed due to the COVID-19 lockdown procedures, some institutions forced students out. The forced dispelling, due to attacks and threats from extremists.
  4. Climate change is endangering the country’s physical and economic well-being. A steep environmental decline through rapid desertification, deforestation and water shortages is currently threatening Africa’s Sahel region. Climate changes are causing drought and widespread crop failures in the region. As a consequence, there is a forcible displacement of millions of rural people as they move toward the coasts in search of fertile, farming land.
  5. Uncontrolled population growth is pressuring the region’s resources. Extraordinary population growth challenges the Sahel region. The population in the region will approximately double within 30 years. In some countries, the growth potential is even greater. Niger, for example, could triple the number of its inhabitants in 35–40 years. Moreover, due to high fertility rates and the youngest age structure in the world, many terrorist groups see an opportunity in exploiting the plentiful supply of youth in the Sahel.

A Global Commitment to Change

Due to the displacement crisis in the Sahel, 24 million people — with half of those being children — urgently need access to essential health services. According to OCHA, $2.8 billion would effectively provide aid to these impoverished individuals in the Sahel. An extra $638 million would adequately mitigate the impacts of COVID-19 in the region. The $2.8 million investment would help increase employment and political stability. Furthermore, it would assist refugees and implement new and ongoing programs in the Sahel.

France and the G5 (the five Sahel countries: Burkina Faso, Mali, Mauritania, Niger and Chad) held a meeting to acknowledge the crisis. The main issues being, instability and terrorist threats pervading the Sahel. The participants committed to a strategy that focuses on combating terrorism and creating sustainable change through institutional reform.

A Final Outlook

The Sahel is the most impoverished region globally and faces challenges from persistent threats. Additionally, COVID-19 threatens to exacerbate previous issues and is estimated to forcibly displace 1 million people across the Sahel region. One surefire way that the Sahel will steadily improve is through support from the U.S. and other nations to fund programs for more effective governance, healthcare and education.

Education Reforms in MexicoImproving education has been a consistent focus throughout Mexico for decades. Both the former and current presidents have created, stripped and appealed legislation in efforts to strengthen the education system. Two opposite reform strategies and impassioned teachers alike advocate the importance of progress, but the country’s previous president failed to truly achieve this goal. Education reforms in Mexico remain a top priority for the country, but the new president may fall short in a different way than his predecessor.

The Hard Truth

Even compared to the most economically disadvantaged children across the world, Mexican children are still academically outperformedincluding the few who fall above the poverty line. Ranking last out of the 35 OECD countries in education, children in the Mexican school system have the least proficient math, reading and literacy skills. This trend is not surprising: 20% of schools lack the basic necessities to operate including running water, food and furniture. There are buildings still in ruins from earthquakes dating back to 2015, and these conditions are amplified in the poorest states like Oaxaca.

Despite education being unversially free, up to 13% of childrenover one million studentscan not afford the supplies and transportation necessary to attend school. Less than 50% of students that attend public school graduate high school and only 60% are enrolled in primary school systems.

Native Mexican children are hit hardest in terms of education. Although the country is home to nearly 1.3 million children speaking native languages, only 55,000 teachers are fluent in these languages. In addition to this stark language barrier, systemic racism conducted by teachers against native children is also a persistent yet largely ignored issue.

Union Corruption

Education reforms in Mexico are at a standstill due to a failing economy, cyclical poverty and corruption. Prior to 2013, the teachers’ union had full control of choosing teachers. Rather than base staff selection on classroom results or experience, hiring was based upon union involvement. The union allowed teachers to sell their positions to anyone with no questions asked and granted life-long job security to teachers with failing grade averages.

Surprisingly, Mexico’s teacher salaries are close to $50,000 per year, making teaching a highly sought after job. The first-ever education census in 2014 revealed that the corrupt union leader Elba Esther Gordillo, who was imprisoned for embezzlement in 2013, allowed 39,000 ‘ghost teachers’ on payroll including teachers who had died, who never appeared in a classroom or who did not exist at all. This expenditure totaled $1.2 billion.

Former Legislation

In 2013 former president Peña attempted to rebrand education reform in Mexico by stripping the unions of their power. Peña gave the power to a body of the government that enacted rigorous assessments and exams. Teachers were subjected to three annual assessments and if they did not pass they were moved to an administrative job or let go. Despite the positive attempts at change, the legislation was met with opposition due to the recourse from poor evaluations and the integration of merit-based promotions.

Yet, none of the approved legislation addressed the needs of the schools themselves. Less than 7% of the GDP funding in 2016 was spent on schools both private and public. There has been no effort to supply teachers with the proper equipment or tools to give basic educational lessons. Only 5% of public spending went into the school systems; both percentages are far below the recommended percentage allocated to schools.

The New Reform

Last year, President Andrés Manuel López Obrador—also known as AMLOwas elected with a platform heavily focused on repealing the old school system. His campaign rallied around education reform in Mexico, placing it at the forefront of his first actions in office. In practice, the new legislation follows the same basic school structure and gives power to the unions that hired teachers; however, it is novel in that it eliminates teacher evaluations. Overall, this new system has received both praise and criticism from the people of Mexico. AMLO’s reformed plan aims to broaden school curricula by adding music, art and cultural studies to classrooms, rather than continuing to focus exclusively on STEM and humanities. Many of Mexico’s constituents believe this expansion of course offerings will remove limitations on children’s abilities to express themselves creatively.

Teachers are the backbone of education. However, without proper funding, resources and training, education reforms in Mexico are stuck in the recurring failures of the country’s leaders. Recent legislation has only shifted power from unions to the government and back to the unions. Without allocating money to the schools themselves, proper education for the children of Mexico will remain out of reach, leaving over half the population with a limited educational experience and overall quality of life.

Trees of KnowledgeSub-Saharan Africa continues to face high rates of education exclusion. Across the region, nearly 34 million children do not attend school due to inadequate funding, geographical distance and lack of educational staff. Children living in impoverished areas often have treacherous commutes to school and may experience teacher absenteeism upon arrival. Other children cannot attend school because they must work to support their family or tend to their livestock and land. Trees of Life is working to address the issues limiting access to education.

Education Challenges in Zimbabwe

In countries like Zimbabwe, the problem is pronounced. Most children in Zimbabwe receive primary education but only 49% of high-school-aged Zimbabweans attend secondary school. Furthermore, economic challenges have tightened funding for public and boarding schools, causing a steep increase in the cost of attendance. As a result, communities have taken to creating make-shift alternative schools run by locals to save on expenses. These schools remain unregistered in order to avoid fees and therefore do not undergo government inspections.

These challenges, however, are not unique to Zimbabwe. There is an urgent need to improve access to education in many communities throughout Sub-Saharan Africa. Experts have suggested that the implementation of technology into educational services may be a more cost-effective route than building physical infrastructure. Additionally, much of the population has access to basic smartphones or mobile devices. In fact, Sub-Saharan Africa is the world’s fastest-growing region in terms of smartphone adoption, estimating an addition of 167 million subscribers by 2025.

However, inconsistent and expensive data coverage as well as limited electricity for charging limits internet connectivity for many devices. Zimbabwean AI expert and entrepreneur, William Sachiti, has recently taken up this challenge with an idea for improving access not only to the internet but also to educational tools in rural areas. The project is entitled Trees of Knowledge, which reflects the common practice of gathering under the shade of a tree for class.

Technological Solutions

The Trees of Knowledge technology allows a tree or other landmark to broadcast a Wi-Fi signal. Any device within a 100-meter radius can connect to the network and access a pre-loaded server of educational content. The signal is produced by a micro-computer molded into the tree to protect it from damage. The module is powered by a small rechargeable battery that can run for several years without maintenance. The system also includes a solar-powered charging station that users can plug their devices into.

Any content can be uploaded to the educational server, but Sachiti hopes to eventually transition toward including lessons from local educators, making the content specific to each region. This would allow teachers to work with each country’s department of education to ensure that the curriculum is appropriate.

Trees of Knowledge has the potential to improve educational opportunities for rural and excluded communities. This highly integrated solution could mitigate long commutes to school, which can span from five to 1o kilometers. The system provides access to educational content as well as guidance for those unfamiliar with these new resources. As an open-source technology with no patents or intellectual property regulations, the logistics behind Trees of Knowledge are available to be shared and replicated. Since its publication in 2019, several large NGOs in Africa have picked up the idea.

Future Steps

The concept behind Trees of Knowledge is highly adaptable and can be applied to other uses. Similar technologies have recently been implemented by some national parks and nature preserves, who are using interactive digital programs to teach visitors about the ecology of an area. In rural communities, this technology could provide tutorials on first-aid skills, health and hygiene. On remote trails or routes, it may be used to offer critical safety information and orientation.

By removing the obstacles of cost, data coverage and power consumption, Trees of Knowledge is a highly sustainable idea aligned with the goal of minimizing climate change and habitat destruction. This new technology can provide a variety of educational resources by seamlessly integrating into the environment, yet leaving it unchanged.

Improving Higher Education in Vietnam

While Vietnam has seen a gradual boost in young Vietnamese citizens attending college, the numbers for higher education in Vietnam have been irregular from year to year. In 2017, Vietnam partnered with the World Bank in order to create plans to improve its educational status for students wishing to attend college and vocational training establishments.

College enrollment in Vietnam has amplified significantly since the late 1990s and early 2000s. Vietnam’s higher education enrollment went from just 10 percent in 2000 to 16 percent in 2005, rising even higher to 25 percent in 2013. Vietnam saw its highest college enrollment status for both sexes in 2014, at a whopping 30 percent. However, in 2015, the rate for tertiary school attendance fell to 28 percent.

Vietnam has produced durable objectives for a college education by creating the Education Development Strategic Plan for the years 2008 to 2020, as well as the Higher Education Reform Agenda. USAID has partnered with Vietnamese universities and private divisions to invigorate higher education in Vietnam.

USAID collaborates with Harvard Medical School, Harvard Ash Center and Arizona State University, along with three universities in each region of Vietnam to restore the health personnel, STEM curriculums and any ongoing or subsequent demands that the higher educational system faces. Through these plans, Vietnam has seen quality advances in educational performance, literacy and opportunities for educational growth.

The country has also seen an immense request for more vocational and job training options. ICEF Monitor reports that in order for Vietnam to see economic growth, it needs to boost its employment ability rates by at least 50 percent. Industrial employment opportunities are growing in Vietnam as the country continues to build its technical job options in infrastructure. The Asian Development Bank is acknowledging Vietnam’s struggles in job training and is providing reform projects and contributing building resources.

In May 2017, the World Bank approved $155 million in financing to bolster research, teaching and the institutional quantity of three sovereign collegiate academies. The funding will help to improve Vietnam’s higher learning institutes. According to the World Bank’s website, the plan will have a positive impact on over 150,000 students and 3,900 faculty representatives.

The schools receiving the funding are Vietnam’s National University of Agriculture, the University of Science & Technology and the Industry University of Ho Chi Minh City. Aside from these three prominent institutions, around 600,000 students and 27,000 administrators and professors from other colleges will have the chance to expand their learning assets by being granted access to digital learning environments and libraries through the National Economics University.

Higher education in Vietnam is on the right track to continue providing opportunities and job training for its citizens that wish to create a better country through optimistic and thriving learning environments. Vietnam still has a long road ahead of it to provide higher educational access to everyone, but the current programs and resources provided to college students show a positive change for Vietnam’s future college scholars.
