Women's Rights in Liechtenstein
Liechtenstein is one of the smallest countries in Europe. It is also the last country in Europe to grant women suffrage. On July 1, 1984, by a small majority (51.3%) at the all-male national referendum, women legally received the right to vote with the Constitution being amended to include women citizens older than the age of 20. More than 37 years later, women’s rights in Liechtenstein still need development in comparison to Liechtenstein’s neighboring European countries.

Lack of Women’s Rights

Liechtenstein is a constitutional monarchy that observes a hereditary line of succession. This means the first-born male inherits the throne, excluding all female descendants. Criticism of this tradition has echoed throughout the country. However, it is unlikely a change will occur with this long-standing practice of the country.

Conducted by the U.S. Department of State, a 2020 Country Reports on Human Rights Practices found gender-based discrimination in the workplace for women in Liechtenstein. Immigrants, Muslims, LGBTQIA+ and women with disabilities have come forward with their experiences of harassment in the labor market. The report identified that there were 32 cases of domestic violence against women in 2019. In addition, the country has only one women’s shelter, Frauenhaus, which housed just 13 women that year.

The report continues to also disclose that women in Liechtenstein face a significant pay difference in comparison to men. On top of the pay gap, women in Liechtenstein, specifically in private sector upper-level management, face underrepresentation with little-to-no opportunity for promotion.

Making a Change

Research on wage inequality in Liechtenstein in both private and public sectors shows that there is an average 16.5% pay gap between men and women. Analytics show that one cannot explain almost 7% of this pay gap by “objective characteristics” including training, professional status and qualifications. Reporting wages to the National Administration is one possible way to combat the gender pay gap. However, this initiative faced dismissal.

Groups like the Women’s Network argue that Liechtenstein’s government delegates the responsibility of gender equality policies to NGOs. However, political and social action to improve women’s rights in Liechtenstein is progressing. While the change has been slow, growth has been evident over the last few years.

Raising Awareness

Founded in 1997, the Women’s Section of the Liechtenstein Employees Association advocates for gender pay equality. The association does this by creating awareness campaigns, increasing national wage transparency and promoting equal pay between men and women across Liechtenstein. The economic empowerment of women is crucial in reducing any level of poverty and fighting the gender equality women in Liechtenstein face.

At the 23rd session for the United Nations General Assembly, Liechtenstein endorsed the Beijing Declaration and Platform for Action. This progressive plan works to advance women’s rights for decades across 189 countries. The Platform for Action focuses on closing the gender pay gap while enabling access to decent work for women, creating an end to violence against women, lowering maternal mortality rates and increasing women’s ability to participate in places of power in various industries across each country.

In 2016, Liechtenstein, along with all other 46 members of the European Union, signed the Council of Europe Istanbul Convention, a treaty centered around the prevention and fight against violence and domestic abuse toward women. The Convention focuses on prevention, protection, prosecution and coordinated policies. Liechtenstein did not ratify the Convention until June 17, 2021, so it will not take effect until October 21, 2021. But, it is hopeful that progress regarding gender inequality will result from the enactment.

Seeing Results

In the country’s most recent election cycle, seven women will now serve in the parliament, setting a record of 28% female representation. During the government elections, Sabine Monauni set out to become Liechtenstein’s first female prime minister, but she will now serve as the Deputy Prime Minister. However, the totality of the newly sworn-in government is majority female with three women and two men.

As recently as a few months ago, a historic moment for women’s rights in Liechtenstein occurred. In April 2021, the Liechtenstein women’s football team competed in its first international match. While the team lost to Luxembourg, the match was a victory for the women of Liechtenstein.

The issue of women’s rights in Liechtenstein is an evolving topic and one that will hopefully continue to move in a forward motion over time. Liechtenstein is approaching four decades of women’s suffrage and systemic change is beginning to take real shape.

Generation Equality Forum, Working Toward Gender Equality Around The WorldFrom June 30 to July 2, the United Nations Women held a global meeting in Paris consisting of representatives from around the world. This meeting was called the Generation Equality Forum and aimed to assess the progress the world has made in terms of gender equality.

What is the Generation Equality Forum?

The global meeting brought together the U.N. Women, the governments of Mexico and France and a total of 50,000 people in order to create an action plan for the immediate progress for global gender equality. The forum had some target areas that the representatives wanted to focus on discussing. These areas included gender violence, economic justice, autonomy, reproductive health, climate justice action taken by feminists and feminist leadership.

The Beijing Women’s Conference 1995

According to U.N. Women, the World Conference on Women in Beijing 25 years ago marked a “turning point for the global agenda for women’s equality,” as it resulted in the adoption of the Beijing Declaration and Platform for Action. This declaration set out goals for the advancement of women and gender equality and included a plan to meet again in 25 years to reassess. As a result, the main goal of the forum this year was to look at how far the world had come since 1995.

The 25-year review showed further global progress can be made to advance gender equality, especially amid COVID-19. In fact, studies found that countries will need to implement significant action to meet their gender equality goals by the target year of 2030. The main reason for this lack of progress: a corresponding lack of funding.

Why Decreasing the Gender Gap is Important

The COVID-19 pandemic is disproportionately affecting women. This has affected their education, employment and health. As a result, decreasing the gender gap is more important than ever today. By making women a focal point of economic recovery plans, the world can rebuild the economy equitably.

Additionally, women become affected by poverty at much higher rates than men. For example, women do almost three times the amount of unpaid work than men do, which usually involves childcare and housework. Moreover, 62% of women worldwide are active in the workforce compared to 93% of men. As a result, women from the age range 25-34 are 25% more likely to live in extreme poverty. If the world were to close this gap, the global GDP could increase by 35% on average. Helping women around the world and improving gender equality works to help all people around the world.

Looking to the Future

The Generation Equality Forum created a five-year action plan to stimulate change going forward at a quicker rate than before. This involved $40 billion of investments and commitments from various governments and organizations. Some of these commitments include:

  • U.S. government’s commitment of $175 million to prevent and address gender violence
  • Malala Fund’s commitment of $20 million for girls education activists
  • Open Society Foundation’s commitment of $100 million over five years for feminist political mobilization
  • Government of Bangladesh’s commitment to increase women participation in technology to 25% by 2026
  • Implementation of free care for pregnant women in Burkina Faso

The Generation Equality Forum helped countries, agencies and organizational renew global commitments to gender equality goals. While there is still a long way to go to achieve gender equality around the world, the forum has made progress in setting specific, concrete goals for countries to strive toward.

Closing the gender gap will help to raise women around the world above the poverty line and stimulate economies around the globe. It is pertinent that the world continues to fight for equality and make progress as they have with this forum.

Women's International Work
U.N. Women, an entity of the United Nations, strives to improve gender equality and the empowerment of women around the world. Specifically, U.N. Women’s international work involves collaboration with governments and societies to create real change. The organization creates change by working to reform, implement and secure policies, programs, resources and legislation to ensure the rights of women and girls are upheld globally.

UN Women’s International Work

U.N. Women not only works on gender equality in the world but also inside its organization. For example, U.N. Women employs more than 3,000 people of 150 different nationalities in 90 geographical locations, working together on global challenges and initiatives. About 74% of employees are female and employees are supported by staff resource groups such as the Youth Council and the LGBTQI Network. U.N. Women believes that diversity and inclusion create the best workforce and a safe space. This allows room for respect, professionalism and integrity.

U.N. Women began its work in January 2011. The entity brings together four United Nations offices prioritizing gender equality. This includes The U.N. Development Fund for Women (UNIFEM), the Office of the Special Adviser on Gender Issues, the Division for the Advancement of Women (DAW) and the U.N. International Research and Training Institute for the Advancement of Women (UN-INSTRAW). U.N. Women supports the development of gender equality policies and provides technical and monetary support to help countries with their gender equality goals. The entity holds the United Nations as a whole “accountable for its own commitments on gender equality” through ongoing monitoring and assessment.

Issues Impacting Women

U.N. Women’s gender equality work contributed to landmark agreements such as the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Beijing Declaration and Platform for Action. The organization emphasizes that gender inequality is a problem in every society due to its deeply rooted history. Globally, women do not always receive equal opportunities to men.

Gender wage gaps still exist and women frequently experience discrimination when attempting to garner employment and while working in the workplace. Women lack access to basic necessities such as essential healthcare and education. Women also severely lack representation in politics and economics even though they are significantly impacted by these decisions. However, U.N. Women works to give women and girls a voice at all levels on issues that affect them. In the greater scheme of global poverty, women are disproportionately affected by poverty.

Carol Cassidy

Carol Cassidy is a human rights journalist who has worked on and off with U.N. Women for seven years. In an interview with The Borgen Project, Cassidy explains that that U.N. Women’s focus is international. Cassidy states, “U.N. Women’s major focus is combating violence against women worldwide. Violence takes many forms, from selective abortion, lack of education for women and girls, lack of opportunities for women outside of housework” and more. Cassidy says further that the organization is interested in initiatives that address poverty and violence.

The organization’s main mission is not to overtake projects or programs women have created, but to provide funding and support to allow the programs to flourish. U.N. Women looks to enhance accountability and involve women in general decision-making and conversations within their communities. U.N. Women has worked with countries all around the world, from South Africa to Ukraine. Cassidy was drawn to the organization because she shares similar goals, morals and ethics.

Empowering Women Globally

Cassidy’s past work with U.N. Women includes supporting women’s economic rights in post-conflict zones such as Gaza, Uganda and Sri Lanka. Cassidy recalls a specific example of supporting women. In Gaza, unemployment rates skyrocketed during the war and women came together to build and run a bakery. Women were able to bake goods to sustain families in the community. U.N. Women supported these women by providing funding.

U.N. Women strives to create a world where women have the same opportunities and protections as men. U.N. Women’s international work has helped bridge gender barriers to close the gender inequality gap around the world.

Women’s Rights in Belgium
Women’s rights have come a long way since the beginning of the century. In countries around the world, women have fought tirelessly for many of the freedoms that their male counterparts already enjoy, from the right to vote to the right against discrimination. The women of Belgium are no exception from these movements. Here are five facts about women’s rights in Belgium.

5 Facts About Women’s Rights in Belgium

  1. Belgium was one of the last European countries to introduce women’s suffrage. Despite some Belgian women earning their right to vote in 1919, Belgium was one of the last European countries to acknowledge women’s suffrage and women’s demands for voting rights. The only country to allow it after Belgium was Greece. The lag in women’s suffrage was mainly due to early women’s rights advocates such as Marie Popelin and Isala Van Diest, who chose to focus first on improving women’s education and legal equality in Belgium before advocating for equal voting rights. Additionally, during this time, many members of the socialist and liberal parties did not trust women with the right to vote, fearing that women would vote too conservatively and would give their overwhelming support to the Catholic parties under the influence of the priest. However, this proved untrue when women officially received the same voting rights as their male counterparts.
  2. Women did not fully gain voting rights until 1948. Women in Belgium, as in many other countries in the world, did not enjoy the same freedoms as men when it came to engaging in politics for a long time. They first received the right to vote in 1919; however, these rights had heavy restrictions in that only specific women could vote. Only mothers and widows of servicemen who died in World War I, mothers and widows of citizens “shot or killed by the enemy” and female prisoners who “had been held by the enemy” initially obtained the right to vote. In 1920, all Belgian women, with the exception of prostitutes and sex workers, received the right to vote in municipal elections. It was not until 1948 that Belgian men and women enjoyed the same voting rights in parliamentary elections. The first parliamentary election in which women participated took place on June 26, 1949.
  3. The number of women in Belgian politics has been steadily rising. In the past, the Belgian Parliament had been heavily male-dominated. However, thanks to policies like the Quota Act, this has been changing, a major win for women’s rights in Belgium. Belgium first introduced the Quota Act in 1994 but updated acts have since emerged. The most recent Quota Act imposed a 50–50 quota for every election list and required that the two candidates at the top of the list not be of the same gender. Election lists that do not comply with the Quota Act are automatically nullified. This helps prevent political parties from participating in elections if they are unwilling or unable to abide by the quota rules. By 2019, women held 42% of positions in parliament. Sophie Wilmès is the current prime minister of Belgium and is also the first woman to hold this post in the country. Increasing the number of women in Belgian politics helps to expand women’s rights in Belgium.
  4. Belgium is closing its workforce gender gap. In 2020, Belgium ranked 27th out of 153 countries in the Global Gender Gap Report, which “benchmarks countries on their progress towards gender parity across four thematic dimensions: Economic Participation and Opportunity, Educational Attainment, Health and Survival, and Political Empowerment.” The workforce gender gap has also been closing over the years. The overall labor force participation rate for women 20-64 years old in Belgium is 63% (2.34 million women) compared to 72.3% for men (2.66 million men). Despite the increasing number of women entering the workforce over the years, there are still disparities between men and women in the workforce. When examining board members in Belgian companies, women only hold 30.7% of the seats while 69.3% of men hold the rest. There is also a discrepancy between men and women when it comes to wage earnings in Belgium. The pay gap in Belgium was 21% in 2017 and the pension gap was 28%. Despite the wage gap closing, women in Belgium are still more vulnerable than men to living in poverty. In 2018, women were two percentage points higher than men in reports on the poverty level in the country.
  5. Belgium implemented the accelerated Beijing Declaration and Platform for Action. The Beijing Declaration was a resolution that the United Nations adopted in September 1995 at the end of the Fourth World Conference on Women. The resolution established a set of principles aimed at addressing the inequality between men and women. In 2015, Belgium partnered with UN Women to introduce the full, effective and accelerated implementation of the Beijing Declaration and Platform for Action. The accelerated commitment outlined six main tactics for addressing gender inequality: (1) investing in gender equality at the national and international levels, (2) updating or establishing new action plans, strategies and policies on gender equality, (3) enhancing women’s leadership and participation at all levels of decision-making, (4) introducing new laws or reviewing and implementing existing ones to promote gender equality, (5) preventing and addressing social norms and stereotypes that condone gender inequality, discrimination and violence and (6) launching public mobilization and national campaigns to promote gender equality. One area that has seen improvement from the implementation of the Beijing Declaration and Platform for Action is women’s participation in politics throughout Belgium.

While women’s rights in Belgium have dramatically improved over the years, these five facts show that there is still room for improvement within the country. On International Women’s Day in 2019, over 5,000 female demonstrators went on strike in Brussels to campaign for women’s rights and gender equality. Despite Belgium’s best efforts, there is still more the country must do to ensure total equality between the rights of men and women.
